Don Lhotka opened the meeting at 7:00 PM.
The board reviewed the meeting minutes from the September meeting. Tom Radtke motioned to approve, John Mohr second the motion. Motion unanimous.
Cecil Martin, Duane Mallak renter, were wondering if the township takes care of the road ditch on 170th. They will be cleaning around their fence posts and want to also clean out the ditch. They discussed the culvert situation on that stretch of road. Caution was discussed regarding cleaning this particular area. Tom Radtke stated that Mr. Martin and Mr. Mallak should contact Ryan Frietag, Soil Conservation.

Theresa Rusten informed the board that she looked on the county website for information regarding the permit process. The board will revisit the permit process in November.
Tom Radtke brought up that there is a tree down by the bridge on 137th street. The board discussed who is responsible for taking care of this.
The board discussed a deputy clerk position.
Faye Bruckschen discussed a deputy treasurer position with the board.
Theresa Rusten reminded the board about the Nov. 6 election.
Don Lhotka stated that the sign inspection needs to be done.
John Mohr brought up the old road grader that was used by the township on County Rd 11. John Polifka was asking who owns it. John Mohr will talk this over with him.

Don Lhotka opened the meeting at 7:00 PM
The board reviewed the meeting notes from the Aug. meeting. John Mohr motioned to approve, Tom Radtke second the motion. Motion unanimous.
Fall ditch cutting will be starting soon. Spraying will start after the cut.
The board discussed garbage/electronics in the ditches.
The roads will need to be bladed to prepare for Winter. Some residents are complaining about the conditions of the roads. Once there is a good rain, Don Lhotka will contact Muellers.
Tom Radtke said there wasn’t enough fill to cover the trench by Sanchez’s. Tom Radtke will be using Hansen equipment to fill.
The board reviewed a draft permit for boring or open cutting drain tile across the road.
The discussed a permit fee. John Mohr suggested a $500.00 deposit fee. John Mohr will be contacting Supervisors in area townships to see how they handle this. Theresa Rusten will look how the county handles the situation.
There is problem culvert on Garden Ave/170th. Tom Radtke motioned purchasing a 10 ft culvert with band from county and cutting it down to a 7 ft extension to add to the culvert. John Mohr second the motion. Motion unanimous.
The Board of Canvas will be held at 6:30 PM on Nov. 14th.
The October meeting will be held on October 3, 2018. Theresa Rusten will post a notice in the paper.
Faye Bruckschen brought up the Fall Annual Township meeting held in DuluthJohn Mohr motioned to approve any board member wishes to attend the MAT conference to get reimbursed for mileage, hotel and conference fees. Tom Radtke second. Motion unanimous.
Faye Bruckschen brought to the board’s attention that the local 4H group is looking for a contribution. Tom Radtke motioned to donate $150.00. John Mohr second the motion. Motion unanimous.

Don Lhotka opened the meeting at 7:00 PM
The board reviewed the meeting minutes from the July 11, 2018 meeting. Motion made by John Mohr to approve the meeting notes, motion second by Tom Radtke. Motion unanimous.
All culverts have been installed. The culverts installed were on:
170th Street/Garden – aprons yet to be installed
137th – Millerbrands – is complete – rock to be added
145th – Sanchez – complete but needs gravel
Motion by John Mohr for a load of gravel to be evenly distributed between the 3 projects, Don Lhotka second the motion. Motion unanimous.
John Mohr motioned to purchase a load of bitcon on 137th west of Tim Ellis’s to repair wash out. Tom Radtke second the motion. Motion unanimous.
Theresa Rusten reminded the board of the upcoming primary.

Faye Buckschen asked for permission to prepare checks for the election judges to send out the day after the primary. John Mohr motioned to approve the payment to election judges, Tom Radtke second the motion. Motion unanimous.

Jon Christensen came in to discuss the county trail projects. He is asking to a local ballet question to be added to the official township ballot for the November general election.
The question would read:
Should Rich Valley Township recommend that McLeod County develop the Dakota Rail Trail as a Non-Paved Multi -Use Trail?
The board discussed and decided that they will not have the trail question on the ballot.
The board approved resolution 0818 giving Donald Lhotka permission to cut road ditches this fall at the rate of $25.00 per hour. Motion made by John Mohr, second by Tom Radtke. Motion unanimous
Don Lhotka completed an affidavit in claim.

Don Lhotka opened the meeting at 7:30 PM.
The board reviewed the meeting notes from the June 13, 2018 meeting. John Mohr motioned to approve the meeting minutes, Tom Radtke second the motion.
The board discussed the current culvert situation and the project. Hansen Gravel provided a quote to get us caught up with our culvert projects.
170Th/Garden – replace culvert with 45ft/apron, haul old culvert – $610.00
137th Ave – Install apron on existing culvert and placing material on sides – $340.00
145th Ave – Replace old culvert with new 30’ culvert and aprons and haul away old culvert. Install 20‘ culvert and aprons. – $825.00
There was no motion to approve this quote.
John Mohr will be getting a bid from Ken Polifka for these projects and they will be revisited in August.
John Mohr motioned that if Kenny Polifka will not submit and bid and is too busy to complete the project in 40 days, the board agreed to hire Hansen Gravel to complete the culvert projects, Don Lhotka second the motion. Tom Radtke abstained.
Chad Pokonowski approached the board to inform them he would like to place an approach on 170th street. Don Lhotka motioned to approve the installation of an approach on the Pokornowski property on 170th, John Mohr second the motion. Tom Radtke abstained.
The board reviewed the dust coating bill and gravel load bill.
John Mohr will be contacting Tim Ellis about repairing the road after tiling.
The board again discussed residents tiling across road and a potential future permit process.
The board appointed judges for the primary and general election.
Faye Bruckschen stated that Jim Hlavka wanted to revisit the weed control for the township. The board discussed weed control.

June 13, 2018
Don Lhotka opened the meeting at 7:00 PM. The board reviewed the meeting notes from the May 9, 2018 meeting. John Mohr motioned to approve, Tom Radtke second the motion. Motion unanimous.
Amy and Tony Wagner were present requesting approval for a CUP. They are amending their permit. They want to extend their hours and open an RV park. Their hours/season will be the same as their paint ball business that is currently in operation on the property. John Mohr motioned to approve the CUP variance, Tom Radtke second the motion. Motion unanimous.
Jerome Kosek was present to find out why there wasn’t any dust coating on his brother’s road, 186th Street. There was a lot of discussion as to where the property line is and wether it warrants dust control. The board agreed to put 300 feet from Cty Rd 24 to the east on 186th Street.
Tom Radtke stated that the dust coating was pushed back a day. They stated at 9:00 on Tuesday, June 12 and should be done by Friday. Tom Radtke stated that in 2019 we will need to narrow some roads to 18ft.
The board discussed the Rita Sanchez property needs culvets that have been there from the fall. Also those aprons on 130th need to be picked up. John Mohr will be contacting Ken Polifka to get those culverts installed.
Tom Radtke presented a letter from Alan Birkholtz for $125.00 for repairing the landscaping damage from Mueller’s plow job in April. John Mohr motioned to approve the stipend, Tom Radtke second the motion. Motion unanimous.
Tom Radtke brought up the frost boil on 186th . In Spring the area caused problems for garbage trucks.
Tom Radtke had load of gravel placed and now it seems to be holding.
John Mohr stated that early June when the straight line winds came through during a storm that he contacted Mark Reinert to remove trees on the road by Koniska.
Theresa Rusten asked to move the October meeting to October 3, Tom Radtke motioned to approve the meeting change, Don Lhotka second the motion. Motion unanimous.
Viks provided a quote for lawn care for 2018. $48.00 per cut, $60.00 per weed application, $28.00 for the parking lot. John Mohr motioned to approve the $48.00 cut, John Mohr motioned to approve the 2nd & 3rd application, Don Lhotka second the motion. No on parking lot. No flower bed.
Theresa Rusten will contact Derek Carlson on an update on the Bohemian Cemetary.
Don Lhotka informed the board that the graveling was done. The board discussed the process it currently uses to determine where the gravel is going.
Tom Radtke motioned to go with a map system next year. There was no second. The gravel process was tabled and it will be brought up at future meetings.

Don Lhotka opened the meeting at 7:00 PM. The board reviewed the meeting minutes from the April 11, 2018 meeting. Tom Radtke motioned to approve the meeting notes, John Mohr second the motion.. Motion unanimous.
Derek Carlson was present for the Bohemian National Cemetary. He stated that they are graveling and building boards. He is asking if the township would help contribute towards the gravel cost. The board will discuss the donation of 200 yards and will readdress during the June meeting.
Tom Radtke called Envirotech regarding dust coating. Tom Radtke has reached out to them and is waiting for a return call.
Tom Radtke stated that Hansen would like start graveling on Monday. The board discussed and stated that we need to wait. Don Lhotka will discuss the gravel with Hansen Gravel. The board discussed the amount of gravel needed. The board discussed blading it. Tom Radtke recommended graveling on the week of May 21st.
John Mohr stated that he discussed the poor plowing job done for April snowstorm. Tom Radtke stated that there is a lot of damage done on 130th by Alan Birkholtz’s property. Don Lhotka will check out the condition it this bad spot is currently is at.
Tom Radtke talked to Chad Bandas about repairing it, Tom Radtke will follow up.
Aaron Wendolek brought to the board’s attention that their cartway is only being partially maintained. They would like to see it maintained to their property. This year the board will see that the road maintenance.
Theresa Rusten stated that there are two lights in need of repair. John Mohr will order a case of bulbs and will contact a repairman for replacing the balice.
The board discussed the Life Insurance Benefit program that the Minnesota Benefit Association. John Mohr motioned to continue the silver plan, Tom Radtke second the motion. Motion unanimous.
Roger Pokornowski approached Tom Radtke about renting our tractor to Hale Township for grinding their ditches. The board discussed this option.

Don Lhotka opened the meeting at 7:00PM.
The board reviewed the meeting notes from the March meeting. Tom Radtke motioned to approve the meeting minutes. Don Lhotka second the motion. Motion unanimous.
The board reviewed the one dust coating sealed bid that was received. The bid was received from Envirotech. Price per gallon was bid at .82. Motion by Tom Radtke to approve Envirotech’s quote, second made by John Mohr. Motion unanimous.
The board received (2) quotes for gravel. One from WM Muellers and the other from Hansen Gravel.
John Mohr motioned to approve the bid from Hansen Gravel, Don Lhotka second the motion. Tom Radtke abstained from the motion.
The board discussed the update/informational letter being mailed out to all residents next week.
The board reviewed the Glencoe Fire dept. contract & signed for 1/2 contribution payment..
The board discussed spring cleaning the town hall. Motion made by Don Lhotka to hire DeAnn Mickolichek to clean the hall, second made by John Mohr. Motion unanimous.
The board discussed the primary and general election this year.
John Mohr received a letter from the McLeod County Sheriff’s office looking for a contribution towards drug awareness. John Mohr motioned to contribute $1000.00 to the National Child Safety Council, Tom Radtke second the motion. Motion unanimous.

The board reviewed the meeting minutes from the Feb. 7th regular meeting. Tom Radtke motioned,
Don Lhotka second. Motion unanimous
Jim Hlavka was present to discuss weed control. His suggestion was to use the township’s tractor by adding a boom. Mr. Hlavka would build the boom and the township cold purchase it. He provided a rough draft on the fall time service he could provide.
See attached. Rough estimate cost would be $3990.00 to provide weed control to the majority of the township ditches. Hire as independent contractor and will require a 1099.
The board reviewed the dust control bid that would be published the 3rd week of March.
The board discussed gravel for the township. Theresa Rusten will publish the gravel hauling quote for 2018 at the same time of the dust coating bid.
Don Lhotka checked the dip in the road on 170th. Tom Radtke will flag the area until Spring when frost is out of the roads and blading can be done.
The board discussed the fire contract.
The board discussed the newsletter and clean up week data.
The board discussed the electronic rosters for the 2018 election.
John Mohr took ownership of the weed inspection and the 2018 weed inspection handbook.
The board discussed the Spring short course coming up March 28, 2018.
