Regular Meeting
December 13, 2017

Don Lhotka opened the meeting at 7:00 PM.
The board reviewed the meeting minutes from the November 15th meeting. Tom Radtke motioned to approve, Donald Lhotka second the motion. Motion unanimous.
Ben Madsen, McLeod County Sheriff’s office was present. He will be the township liaison.
Doug Portele was present and asked if all township roads were graveled. Don Lhotka stated that there were certain areas that were not graveled. If they weren’t graveled this year they will be in 2018.
Tim Ellis approached the board about installing an 60 ft, 8” tile under Koala on his property. Tom Radtke asked Mr. Ellis if he would consider installing a double walled tile. Mr. Ellis ensured the board it would be double walled. John Mohr instructed Mr. Ellis it is his responsibility to ensure the road is in good shape after the tiling. John Mohr stated to provide a 30 day notice prior to tiling. Tom Radtke motioned to approve the tiling, John Mohr second the motion. Motion unanimous.
Gale Hoese, representing Security Bank & Trust, was present to talk about current interest rates for CD’s and savings account. The board also talked with him about the bond with Wells Fargo. The board discussed options for investments.
The board informed Paul Stifter of the status of the culvert on his property. They also discussed the culvert on Garden Ave. Tom Radtke gave Paul Stifter the paperwork needed to start the process of lowering the tile in question. Tom Radtke informed him that he did get elevation shots from the county. He stated that the culvert was dropped already 1 foot with no paperwork trail. Tom Radtke stated that Mr. Stifter could complete the paperwork and submit it but the township will not be signing off on it because of the wetland property involved. Another option the concerned property owners could do is bore under an existing culvert and it would be totally at the cost of the property owners. The board did request that Mr. Stifter inform the board if/when it would take place.
WM Muellers repaired the stretch on 137th by Spruce Ridge Landfill by removing the tar and replacing with class 5.
The culvert placements on 145th are still in process. Tom Radtke will talk with the property owners about the culverts that are there. He also suggested that the approach should get marked.
The board discussed the bridge needed on Koala and the current detour situation.
2018 ReOrg meeting is scheduled for January 10 at 6:30PM
John Mohr motioned to reschedule the February 14th regular meeting to February 7th at 7:00. Tom Radtke second the motion, motion unanimous. Theresa Rusten will send the fire contracts to the board to review before 2018.
2018 Board of Audit is scheduled for February 7th following the regular meeting.
Theresa Rusten requested the approval of having Schad,Lindstrom Acct. prepare W2’s. John Mohr motioned to approve, Don Lhotka second the motion. Motion unanimous.
Faye presented the treasurer’s report for month ending Nov., 2017.

Don Lhotka opened the meeting at 7:00 PM.
The board reviewed the meeting minutes from the Sept. 13, 2017 meeting. Tom Radtke motioned to approve/John Mohn second the motion. Motion unanimous.
Road & Bridge
Mary & Paul Stifter approached the board with an issue about a flood issue on their property. Mr. Stifter brought up tile intake problems they face with water backup on their property. Mr. Stifter presented photos of his property and it’s condition on Thursday. He also presented a photo of culvert under Garden avenue. Mr. Stifter talked to Mr. Frietag about this flow. The board reviewed a letter presented to the Stifters on what actions need to take place by the township to move forward to repair the issue.
At that the township level, DonLhotka motioned to purchase and install an 18” culvert for under his driveway and also clean up the ditch. John Mohr second the motion. Motion unanimous.
Mr. Stifter wants the next step to be to lower the culvert under Garden. Theresa Rusten will look at the application process through the Wetland Conservation Act to start this process.
Tom Radtke to contact Joe Neaton Contracting to install the 18” culvert, John Mohr second the motion. Motion carried.
Tom Radtke will also have Joe Neaton, NBW Contracting look at the culvert situation on 145th street.
 
The board reviewed the WM Mueller proposal for a 3 year contract for Winter snow removal/sanding.
Proposal:
• Sanding truck w/plow & wing – $145 hr
• Blade w/ plow & wing – $145 hr
• Sand truck to spread chips – $100 hr
• Limestone chips – $28 per ton
Don Lhotka motioned to aprove/John Mohr second the motion. Tom Radtke abstained. Motion carried.
 
Don Lhotka stated that there was a lot of trouble this year cutting ditches. Tractor problems and equipment problems. New parts were ordered for the tractor.  The township ditches are completed.
John Mohr will follow up with Cindy Schultz on the non conservation land memo that the township received.
Payment plan was received from the City of Glencoe for the Gl Fire dept. for an equipment hauler. As of today this purchase has been put on hold from the Glencoe City Council. The board will also be reviewing our fire contracts. The board will revisit fire service agreements in November.
Faye Bruckschen presented the treasurer’s report for month ending 9/30/2017.
John Mohr motioned to approve the treasurer’s report/Tom Radtke second the motion. Motion unanimous.
Fay Bruckschen received a letter from the McLeod County 4H.

Don Lhotka opened the meeting at 7:00 PM.
Meeting minutes from the Wed. Aug 9, 2017 , Regular Meeting were reviewed by the Supervisors.  Tom Radke motioned to approve the meeting minutes, John Mohr second the motion.  Motion unanimous.
Road & Bridge
• 130th Street Culvert – culverts were dropped off – Don Lhotka said he spoke with Ken Polifka on when it will be started. This project is next on his list. Invoice details for GL Township’s portion of culverts discussed. Theresa Rusten will prepare the invoice and mail to GL Township Clerk.
• 137th – by Landfill – culverts dropped off – will be done after 130th project.
• 160th road condition review by Kurt Schulz residence and the relocation of the mailbox. John Mohr discussed the situation. Kurt Schulz was present and stated that he has no objection in moving the mailbox. He stated that it can be removed immediately. He stated that he will contact the board once it is decided if / when new tenants/owners will occupy that property. John Mohr talked to the post office and they are not opposed to moving it either because of the safety issues with its location. Once it is relocated we will need to decide how to take care of the road conditions.
Board members discussed the documentation regarding property owners tiling across the road and how to handle in future. Tom talked to John Brunkhorst regarding how the county handles it. He stated that property owners go to the website and everything is on line. Don Lhotka suggested a policy be created stating that we need 60 day notice. The board discussed policy vs. ordinance and specifics. The board will revisit this again in October.
Culverts
Who is responsible? Tom discussed this too with John Brunkhorst, McLeod County. For replacement costs, the 1st effort is unplug it. If it is deemed damaged beyond repair, the county replaces.
The board discussed the culvert issue on 145th street. If the old culvert/placement is creating the problem, it should get dug up and another approach/culvert get placed in. Don Lhotka motioned that the township purchase a 15” x 40’ culvert for Leonard Blazinski property and they will be responsible for the cost of installing it. Tom Radtke second the motion. Donald Lhotka will talk to Ken Mathews Excavating about digging out east/west ditch by that property.
The board discussed the culvert situation on Emme’s property. Don Lhotka will go and discuss with Mr. Emme that we cannot change the elevation of an existing culvert.
Fall weed/ditch cutting
The board discussed who would be responsible for it. The board passed resolution 91317 stating that Don Lhotka will cut ditches for the township.  Tom Radtke motioned to hire Don Lhotka to cut township ditches, John Mohr second the motion. Motion carried with Don Lhotka abstaining.
Board passed resolution 913172 stating that John Mohr would assist with the ditch cutting as needed. Don Lhotka motioned to hire John Mohr for ditch cutting assistance, Tom Radtke second the motion. Motion carried with John Mohr abstaining.
Donald Lhotka and John Mohr will complete affidavits.
Chad Bandas provided a Hall/Cartway snow removal bid. $64 per hour for cartway/ hall quoted at $38 per hour. Don Lhotka  motioned to approve the cartway/hall snow removal bid, John Mohr second the motion.  Motion unanimous.
The contract for snow removal with WM Muellers expires in 2017. Don Lhotka will contact WM Muellers for a 2 year snow removal quote with the same specs as 2015.

Don Lhotka opened the meeting at 7:00 PM.  The board reviewed the meeting minutes from the July 19th Regular meeting. John Mohr motioned to approve the minutes, Tom Radtke second the motion.
The board reviewed the updated quotes received from True North and approved the costs needed for the 130th culvert project.
137th Culvert apron needed– Tom Radtke motioned to approve the purchase of an apron from True North needed for the 137th culvert, John Mohr second the motion. Motion unanimous
John Mohr motioned to have Ken Polifka repair the culvert on 137th after the 130th project, Tom Radtke second the motion, motion unanimous.
Tom Radtke received a bid for reclaiming/repairing the road in front of the landfill from Mueller’s.
The quote is to remove the existing bituminous in the 470’ x24’ area (approx.. 5” depth) and dispose of the excavated material & to furnish & place class 5 gravel. The cost would be $9600.00 and an addt. Cost of $480.00 per load of additional material. John Mohr motioned to approve this cost, Tom Radtke second the motion. Motion unanimous.
Krcil’s would like to tile across the road on 170th. The section between County Rd 2 & Garden. Don Lhotka motioned to approve the tiling, Tom Radtke second the motion. Motion unanimous.
John Mohr stated that the road by Kurt Schultz’s  is always a problem. John Mohr feels that the mailbox is in a poor position and relocated. John Mohr will talk with Kurt Schulz about mailbox location. We will review at the next meeting.
Don Lhotka looked at the culvert by Allen Emme who would like the culvert raised. Don Lhotka stated that would not solve the problem. He stated the culvert is in running condition. The board tabled that situation.
Theresa Rusten presented to the board options for policies for property owners who would like to tile across township roads. The board will review the documentation and will discuss this at the next meeting.
The board discussed culvert installation and replacement. Cost share replacement responsibility was discussed. The board will revisit at the Sept. meeting.
The board discussed the culver situation on 145th street. Tom Radtke didn’t have a chance to look at it and will review.
The board reviewed a draft resolution authorizing a contract with interested officers.
Luca – the township will not be registering to participate.

Donald Lhotka opened the meeting at 7:00 PM. The board reviewed the meeting minutes from the June 14th regular meeting. John/Tom
Mike & Maggie Becker approached the board for a conditional use permit for utilizing existing buildings for storage rental. The board also discussed sign protocol with them for when they want to advertise. Donald Lhotka motioned to approve the CUP, John Mohr second the motion. Motion unanimous.

137th Street
There is a new culvert on 137th by the Millerbrendt property with no apron and now we have a wash out situation. Tom Radtke feels that we should add an apron and rip rap on the other side of the road.
John Mohr motioned to repair, Tom Radtke second. Tom Radtke will be ordering the apron
for the repairs.
Theresa Rusten reminded the board about the milling needed on ¼ mile on 137th. Tom Radtke reminded the board that we can use abatement funds to do this repair. Tom Radtke suggested to the board about using a reclaimer for this but there isn’t enough tar remaining to do this process.
The board discussed removing the tar and replacing it with class 5. Tom Radtke will contact Muellers on completing the job.
130th Street Culvert
Glencoe Township Supervisors – Mike Keenan, Duane Haag, & Bruce Bargmann were present to discuss the culvert replacement needed on 13th street.
Tom Radtke informed the board about inlet/outlet elevation evaluation from the county. The boards agreed that the replacement culvert will remain the same size.
Bruce Bargmann stated that Ryan Frietag didn’t see a problem with changing the inlet/outlet location. He stated that the water flow would not change. As far as all the extra fill needed, the Glencoe board stated that Chad Hoese the property owner will be responsible for that.
Tom Radtke suggested shooting an elevation on the north side and Bruce Bargmann agreed.
Chad Hoese will want to add on another 80 feet to the south side of 130th (Glencoe Township).
The boards discussed apron and culvert types. The board discussed that Rich Valley Township will initiate the purchase. The boards agreed that the total cost for the project be split 50/50. Glencoe Township will take care on invoicing Chad Hoese for his portion of the project.
The boards discussed what vendor to go through for the culvert.
The boards would like it on record that the extended portion of the culvert being placed & purchased by the property owner on the south side, will be the sole responsibility of the property owner for all future maintenance needs.

• 130th Culvert Installation
The boards discussed (2) quotes for installation from Ken Polifka and Ken Mathews.
The total quote for the project from Ken Excavation is $14107.00. Don Lhotka motioned to hire Ken Excavation /Bruce Bargmann second the motion. Motion unanimous between both boards.
Bruce Bargmann will contact Ken Excavation to let him know that he will be doing the project.
• 130th Culver Installation Timeline
Both boards agree that the project should be completed by the end of September, 2017.
Garden Ave Culvert – Krcil request
During weed inspection this culvert was reviewed. Tom Radtke did say that he does not agree with dropping that culvert down. He stated that the culver isn’t in bad shape. John Mohr will look at the situation and the board will revisit at the August 9th meeting.
The board discussed residents putting in tile and cutting through our roads. Theresa Rusten will put together a inquiry letter to the MAT attorney’s.
John Mohr brought up the wash out condition on by 160th street in front of Kurt Schulz property. Board members will take some time to look at the situation and it will be revisited at August 9th meeting.
John Mohr brought up the culvert by Allen Emme’s property on 160th that is in bad shape and not flowing correctly. Board members will take time to look at that culvert and revisit at the August 9th meeting.
John Mohr suggested that a load of gravel be placed on the culvert on 160th. Don Lhotka will contact Muellers to place more gravel on this location.
John Mohr stated that he would like to see more weed control in the township. Theresa Rusten will put together a generic resolution form to use for future minor road projects which will state that with board agreement, a Supervisor will be able to complete minor projects for the township. Supervisors completing these minor projects will also need to complete an advidavit.
Rita Sanchez contacted Don Lhotka about a culvert situation on 145th street. He stated that the 2 culverts should be replaced. The board will review and discuss at the August 9th meeting.

Donald Lhotka opened the meeting at 7:00 PM.
The board reviewed the meeting minutes from the May 10, 2017. John Mohr motioned to approve the meeting minutes, Tom Radtke second the motion. Motion unanimous.
Road Report
The graveling is complete.
Dust Coating
Tom Radtke reported that the job is complete. There was a problem with a magnesium chloride pump. In order to stay on schedule with the application, Envirotech offered the township to apply calcium chloride 38% at the same cost. Tom Radtke and Theresa Rusten discussed the situation and agreed to the calcium chloride application. Theresa Rusten did receive written confirmation that this application will be done at the same cost.
Tom Radtke mentioned that next year we should go to a .27 flow.
Tom Radtke also told the board that we could rent a packer from the county for $6.00 an hour.
Gary Krcil and Mark Krcil were present and want to replace a culvert on Garden. They are asking that a new culvert be placed in it and placed deeper. Tom Radtke would like to get the county involved to be proactive on water shed issues. The board will review the culvert and the depth and will revisit at the July 19th meeting.
130th Street culvert
Tom Radtke worked with True North and received some quotes. Theresa place in quote fromTrue North in next month’s agenda. The 45 degree angle culvert would be Chad Hoese’s cost. Tom Radtke expressed concern about extending onto a township culvert with the 45 degree culvert.
Theresa Rusten will invite the board supervisors from Glencoe township. Tom Radtke will put together the agenda topics to discuss with Glencoe supervisors. John Mohr will talk to Mr. Hoese regarding the board’s concerns.
Clean up week kicked off this week.

Tom Radtke proposed to the board that milling the old tar on 137th by the landfill could be an option. Board will revisit 137th at the July 19th board meeting.

Donald Lhotka opened the meeting at 7:02 PM. The board reviewed the meeting minutes from the April 12, 2017 regular meeting and the April 24, 2017 Special meeting.
John Mohr motioned to approve the minutes, Tom Radke second. Motion unanimous.
Jeremy Pierson approached the board for a conditional use permit for an accessory structure to be added to his property. He needed to apply for a permit because it is >2400 square feet. Tom Radtke motioned to approve the meeting minutes, John Mohr second the motion. Motion unanimous.
Matt & Amanda Dammann approached to board for a conditional use permit for a conditional use permit for a second home dwelling for family care on the Delmer Schmidt residence. John Mohr motioned to approve the CUP, Tom Radtke second the motion. Motion unanimous.
Aaron Wendolek , residents on 184th Str came concerned about his cartway. The board assured him that that road will get graveled. Mr. Wendolek also mentioned a bad spot in the road with tile problems.
The board will review the situation.
130th Street Culvert
Chad Hoese would like to add on 65 ft. at his expense. The board reviewed the aerial of the location. The board discussed concerns about the extension and added a 45 degree angle. Tom Radtke brought up getting an engineer to survey the location. He felt that the extension would result in a special angled culvert.
The board discussed culvert styles. Tom Radtke suggested getting a bigger contractor that could bring in the culvert and do the repair in one package that would include engineering.
Tom Radtke will contact True North to get more information on 45 degree angle culvert.
John Mohr will be contacting Glencoe board members about getting together to discuss specifications.
Gravel Update
WM Muellers will be graveling the week of May 15. The county will be coming in with a packer for a case study on 160th and 180th. Don Lhotka will be contact the board members the night before the graveling starts.
Dust Coating Update
Will be completed the 1st week in June.
General
Mailing is out.
Theresa Rusten requested that the July 12th meeting be moved to July 19th. Motion made by John Mohr to move the July regular scheduled meeting to July 19th, Don Lhotka second the motion. Motion carried.
John Mohr brought up the property condition on county road 2. The board discussed township rights in addressing the poor conditions of the property.
John Mohr reached out to Steve Paddock our bond representative. He explained to John Mohr that the losses we are seeing on our statements are estimations. He also explained the call dates and renewal process to John Mohr. John Mohr stated that he will be planning a conference call including our attorney.

The board reviewed the March 8th meeting minutes.  Tom/John
Butch Heupenbecker approached the board to discuss the ditch situation on Garden.  There is a lot of build up of field soil in the ditches and it needs to pushed back onto the field.  Donald Lhotka will contact WM Muellers for a quote on blading the soil back into the field.
The board reviewed the two written quotes for gravel, one from WM Mueller Sons, one from Hansen Gravel.
• WM Mueller
$11.09 per CY LV – $11.85 per CY ($11.09 + .76 sales tax) for residents
• Hansen Gravel
$13.10 per CY – same price for residents + tax.
The board discussed the pit locations and will be adding the location of the pit in next year’s quote notice.
Don Lhotka motioned to hire Wm Muellers, John Mohr second the motion.
Charlie Guerrero contacted Theresa Rusten to inform her the Envirotech will not work with residents to spray their driveways.  The board discussed that the contractor is not obligated to provide this service to residents.  This will be discussed again when compiling next year’s dust coating specifications.
Both Don Lhotka & Tom Radtke reviewed the bridge report.  An observation was that the photos provided in the report were from 2014.  The board expressed concern over old photos being used in these reports.  Bridge photo from the Bear Creek L9893 bridge shows an obstruction with debris which was cleared off and taken care of.  Theresa Rusten will contact John B. from the county with their concern over the cost of inspections and find this unacceptable.
Don Lhotka and John Mohr inspected a 4×60 culvert on the west side on130th by Delmer Schmidts resident.  It will need to be replaced.  Don Lhotka suggested adding an 10ft angled addition.  The board will be reviewing the culvert quotes and reaching out to the Glencoe Township Supervisors for a repair plan.    Don Lhotka also informed the board that Chad Hoese would like an extension.  Tom Radtke expressed concern over the water flow and that we should get input from the county.  The board will be discussing this situation again at the May meeting.
The board discussed the clean up week card and the costs for tire disposal.  Faye Bruckschen will provide costs for tire disposal from Spruce Ridge Landfill.
Internet service has been  cancelled
Hall rental contract will be discussed at the next meeting.
The board members will be discussing township email addresses. Theresa Rusten will tie in with the website.
Theresa Rusten distributed mileage logs for the board to use for 2017.
The board discussed supervision of projects being done.  Tom mentioned that Don keep track of where gravel gets dumped.
Faye Bruckschen presented the treasurer’s report for month ending March, 2017.
John Mohr approved report, Tom Radtke second the motion.  Motion carried.
Theresa Rusten will contact our township attourney to set up a special meeting to discuss finance opportunities.
Tom Radtke worked the county on blading 4 miles of township roads prior to dust coat.  They don’t have problem doing it with some lead time.   Tom Radtke motioned to hire the county at $110.00 ab hour on 160th & 180th to blade and pack right before dust coating.  John Mohr second the motion.  Motion carried.

2017 Dust Coating Sealed Bid Review
Three bids were received.
• Enviroment – 30 % Magnesium Chloride – .835 gal
• Central – 30% Magnesium Chloride – .84 gal
•                  33% Magnesium Chloride – .92 gal
• NSI – 38% Calcium Chloride – .905 gal
Motion made by Don Lhotka to go with Envirotech at .835 per gallon, Tom Radtke second the motion.  Motion carried.  Tom Radtke will contact Envirotech.
Fonda Schuetz, 13723 Garden Ave, approached the board asking what the criteria is for putting a small business sign on her property.   The board also suggested she go 33 feet from the center of the road and to the McLeod Zoning office.  Also to call utility companies.
2017 Gravel
The board discussed the need for as much gravel as we have been putting on the roads.  Theresa Rusten will be putting in a written quote notice stating the following:
Rich Valley Township will receive written quotes for hauling and laying 5000 cubic yards, more or less, of class 5 gravel, not to exceed 8% of 200 screen clay or binder mix, on Rich Valley Township roads.  The bid should include the cost to grade immediately after gravel is dropped.  Job is to be completed by May 26, 2017.  In addition, the Township Board requests the winning contractor sell and deliver gravel to any Rich Valley township resident who wishes to purchase gravel at the same cost (with tax).  The contractor will work directly with the resident for this service and for payment.  Gravel price should be good until September 1, 2017.
Quotes should be submitted by April 12, 2017 and will be reviewed at the scheduled regular meeting.
The board reviewed the McLeod County bridge inspection report for the 4 bridges in Rich Valley Township.  Tom Radtke will review the report and bring any actions needed to the board’s attention at our April meeting.
The board reviewed the township newsletter that will be mailed at the end of March.
John Mohr brought up serving a lunch at the annual meeting. Motion made by Don Lhotka to provide refreshments for the annual meeting residents, Tom Radtke second the motion.  Motion unanimous.
The board discussed the MBA Life Insurance policy.  John Mohr motion to approve the MBA renewal of life insurance for our board member at the Silver level of $160.00 per board member, Don Lhotka second the motion.  Motion carried.
Theresa Rusten brought up lawncare service.  Theresa Rusten will contact Vik’s lawn service for a quote for 2017.
Theresa Rusten will be canceling the Northband internet service in the hall.
The board discussed the roof leak.  Don Lhotka will be checking into when we get rain.
Faye presented the treasurer’s report.  Tom Radtke and John Mohr will be discussing finance options with the township attourney’s and will revisit at the April meeting.   Theresa Rusten will compile 2016 Wells Fargo statements.
Tom/John motioned to approve treasurer’s report.  Motion approved.
John Mohr motioned to pay the bills, Tom Radtke second the motion.  Motion unanimous.
