Rodney Schmidt opened the meeting at 7:00 PM.
The board reviewed the meeting notes from the November meeting. Bob Novak motioned to approve the meeting notes. Rodney Schmidt pointed out a motion error and the clerk corrected. Don Lhotka second the motion. Motion carried.
Faye Bruckschen presented the treasurer’s report for month ending November.

Theresa Rusten asked that Schad Lindstrom complete W2’s Bob Novak motioned to approve W2 prep by SLS, Rodney Schmidt second the motion. Motion carried.
Bob Novak talked with Mueller’s about removing the deteriorating tar from 137th in front of the landfill and to top with class 5.
They provided a quote of ~$8000.00. Rodney Schmidt motioned to approve Muellers for the job, Bob Novak second the motion. Motion carried.
Bob Novak mentioned that he believes that the board consider graveling only ½ the township roads next year and the other ½ the following.
Don Lhotka motioned to pay the claims, Bob Novak second the motion. Motion carried.

Rodney Schmidt opened the meeting at 7:04 PM.
The board reviewed the meeting minutes from the October 12, 2016 meeting. Don Lhotka motioned to approve the meeting minutes, Rodney Schmidt second the motion. Motion carried.
Faye Bruckschen presented the treasurer’s report for month ending October 31.2016.
Bob Novak motioned to approve the meeting, Don Lhotka second the motion. Motion carried.
Spencer Lepel, Paul Lemke, Ethan Wraspir, Arisa Weibel, Kristen Dane, Prom advisor.
Kristen Dane, Prom Advisor. The board agreed to providie this donation as a public safety and educational contribution to our school district.
Bob Novak to approve $2500.00 for the transportation, Don Lhotka second the motion. Motion carried.
Blair Nelson contacted Rodney Schmidt about the road in front on the landfill. He would like the deteriorated tar removed from the road. Rodney Schmidt stated the tar should be removed and gravel should be brought in and it bladed before Winter. Rodney Schmidt motioned to have Mueller & Sons remove the tar in front of the landfill and put in class 5 gravel not to exceed $20,000. Bob Novak second the motion. Motion carried.
The Board of Canvass will be held on Wed., Nov. 16 at 6:00 PM.
The board agreed to have roads bladed one more time before plowing season.
The board discussed the landfill abatement funds and discussing different investment options in 2017.

The board reviewed the meeting notes from the Sept. 14, 2016 Regular meeting. Don Lhotka motioned to approve the meeting minutes, Rodney Schmidt second the motion. Motion carried.
Faye Bruckschen presented the treasurer’s report for month ending Sept. 30, 2016.

Faye Bruckschen will be researching information on our current bond set up in Wells Fargo and what some other options may be with Security Bank & 1st Mn Bank.
GSL Robotics Team approached the board represented by Blake Ortloff, Eric Villnow & Kole Polzin. They explained their club and how they compete. Currently there are 20-25, 8-12th grade students participating.
Mike Sunblad is the Team’s coach.
Rodney Schmidt explained to the members that he will be contacting Mr. Sundblad with the board’s decision on a donation.
Theresa Rusten stated that the hall needs a fire detector, carbon monoxide detector and fire extinguisher. Bob Novak will purchase these products for the hall.
Don Lhotka motioned to have the Board of Canvass at 6:00 PM on Nov. 14, Rodney Schmidt second the motion. Motion carried.
Rodney Schmidt brought more information regarding donations and contributions. He is asking the board to consider what he has learned from the township attorney. He reviewed the contents of the letter with the board members. He is asking that the board be more cautious before approving a donation and that the donation be researched. Rodney Schmidt will be contacting our attorney for documented clarification.
Road Report
The roads have been partially bladed and will need to blade again in November.

The board discussed contributions and donations. Rodney Schmidt stated that he will be reviewing the policy and report back.
The Fall McLeod Township Meeting is set for Monday, Sept. 26, 2016 at 7:30 PM in the South Ballroom at the Glencoe City Center.
Rodney Schmidt motioned to approve the purchase of a 3 bin recycling center for $154.00 + S/H, Don Lhotka second the motion . Motion carried.
Don Lhotka mentioned that the roads need to be bladed and Rodney Schmidt mentioned that the blading should wait until October. Bob Novak agreed to wait until early October.
Don Lhotka brought up that he has sold his tractor, the township owns the roll bar. The township will receive a $100.00 credit check from Don Lhotka for the roll bar.
Don Lhotka did the sign inspection and will be submitting it to the county.
We did receive a cartway/hall snow removal quote from Chad Bandas for $64.00 hr/cartways, $38.00 per time to remove the snow in the hallway. Rodney Schmidt motioned to approve Chad Bandas’s quote, Don Lhotka the motion. Motion carried.

Rodney Schmidt suggested that we get a couple of loads of crushed asphalt and repair the wash out roads on 160th. Rodney Schmidt motioned to hire WM Mueller’s to take care of the shoulders on 160th by the Schulz property and Emme’s property. Bob Novak second the motion. Motion carried.
Bob Novak mentioned that he had to do clean up of some trees on 170th & by the Koniska cemetary after the storms that came through. Bob Novak worked with Reinert Logging & Lumber service to take care of these hazards.
Rodney Schmidt brought up his dissatisfaction of the dust control that was applied this year.
Don Lhotka mentioned that he will be doing sign inspections within the next couple of weeks.

The board reviewed the meeting notes from the June 8th Regular Meeting. Bob Novak motioned to approve the meeting minutes, Don Lhotka second the motion. Motion carried.

Blair Nelson, Spruce Ridge, presented to the board a map showing current and future developments at the landfill. He explained to the board the plan for the next phase. The organization is planning not to build phase 9 due to grade and add to overall height of existing landfill. The landfill’s permit’s original height plans are set at 1124.5 feet, and the new design ( if approved) will increase the height to 1138.
Rodney Schmidt brought up a concern about oil impacted soil be brought in. Mr. Nelson stated that the soil is tested for oil concentration before being allowed to dump.
Chad Hoese, presented the board with a variance to construct another grain bin. He stated that the bin will be at 107 feet verses the 130 feet needed from the road. Don Lhotka motioned to approve the variance, Bob Novak second the motion. Motion carried.
Mrs. Straechek brought up a concern to the board about reclaiming ditches. She asked the board not to cut in front of Straechek’s properties. Mrs. Straechek mentioned that her renter (Cory Chmielewski) should get reimbursed $100.00 for the crushed con/tar used to fill where a culvert was put in. Rodney Schmidt motioned to approve $100.00 reimbursement, Bob Novak second the motion. Motion carried.
Theresa Rusten brought up some trees that are really starting to hang over the road. Bob Novak will talk to a contractor about getting quote.
Due to resident complaint, Theresa Rusten brought up the need to cut ditches on south Garden to 130th.
Bob Novak spoke with Kent Sulam, attourney from the MN Association of Township and the process the board needs to take to regarding the proposed addition of an equipment storage building. The process includes:
• A board member motion for a special meeting
• Special meeting notice posted and published in the paper 10 days prior to meeting
• Meeting to be opened by clerk
• Member can motion to approve construction , if seconded & carried a vote can be done by a show of hands or ballot
• Maximum price can be set at meeting
• If approved, board will need to get (2) quotes
• The board is not obligated to accept the quotes and can renegotiate
• Moderator to be nominated to conduct meeting
Bob Novak motioned to conduct the special meeting after the August 10th meeting. Rodney Schmidt second the motion. Motion carried.
Theresa Rusten will place a special meeting notice in the paper.
Rodney Schmidt motioned to approve the claims, Bob Novak second the motion. Motion unanimous.
Bob Novak brought up that a bond was called in. He will bring in more info at the August meeting.

Brad Wick introduced himself to the board. He will be running for the Commissioner’s position.
The election judge schedule was discussed.
The board reviewed the matter of County Ditch 26 & 27 and the repair costs.
The board signed the SL Fire Contract/Ambulance Contract.
The board reviewed the invitation to the McLeod Citizens Beside the Badge event.
Graveling/dust coating is complete for 2016.
Don Lhotka brought to the boards attention that Stifter /Eischen field approach situation. The results of a survey show that the approach that Tom Eischens used is no longer his approach to use. The board discussed the responsibility of a new approach and concluded this falls on the property owner and is not a township issue.
Bob Novak brought up shed addition on the township property. He presented draft quotes for sheds 42 x 50 – $67,000 / 36 x 46 – ~$55,000.
The board reviewed the possible shed sight that Mr. Novak staked on the township property.
Bob Novak will be getting an itemized estimate and will present it to the board next month.
Bob Novak will also be getting more information on the procedures for conducting a special meeting regarding the shed and getting resident approval through a motion/special vote.
Don Lhotka brought to the board a culvert replacement quote for $1298. 30 on 170th Str near the Carlson property. Bob motioned to approve the culver replacement, Don Lhotka second the motion. Motion carried.
Donald Lhotka motioned to approve the location of a field approach for Doug Portele. Mr. Portele will be responsible for all the costs. Rodney Schmidt second the motion. Motion carried
Rodney Schmidt motioned to review and approve all claims, Bob Novak second the motion. Motion carried.

Jim Bobier was present briefly discussing the results of the Board of Commissioners meeting.  He talked to the board about the upcoming election and the Commissioner terms up for election.
WM Mueller’s may be graveling within a couple of weeks.
Dust Control is set for June 2.
Theresa Rusten stated that a resident called and is unable to participate in the 2016 clean up week because due to being out of town.  This resident is requested to be allowed to drop off a week before or after the scheduled week.  The board discussed and stated that we need to stay with the scheduled week with no allowances.
While road reclaiming Bob Novak noticed that the new culvert installed on the Huepenbecker property is filling up.  Mr. Novak mentioned that the verbal erosion prevention plan to put the buffer strip in front of the culvert was not followed.  Rodney Schmidt will discuss the issue with the renter, Wayne Albrecht.
Ron Hansen was present for approval for another 5 year permit renewal at the Travis Peterson pit.  Rodney Schmidt asked about the route the drivers will take to haul from this pit to the GSL school project.   Prior to approving the renewal,  the board and Mr. Hansen agreed to use the route of going south on Kale, west on 130th to State Hwy 22.  If that the roads are getting abused plan b route would be north on Kale, west 137th to Cty 71 to State Hwy 22.   Hansen Gravel has agreed to water the road as needed to control the dust.
Bob Novak motioned to approve the permit renewal, Don Lhotka second the motion.  Motion carried.

Rodney Schmidt motioned for a meeting continuance at 8:07 PM to look at a culvert on Garden Ave by the Posusta, Bob Novak second the continuance.   Motion carried.
Meeting Continuance
Rodney Schmidt, Bob Novak and Don Lhotka viewed the culvert on Garden Ave. and determined that the culvert did not need to be replaced.  Motion made by Rodney Schmidt to adjourn meeting at 8:25 PM, Bob Novak second the motion.  Motion carried.

Amy Wilde was present, planning to file to the State Senate. She was present to discuss any issues that the board may have regarding local government.
Jim Bobier, from Acoma Township, was present to discuss local spending specifically about future trail plans. He presented the board with a resolution to suspend the McLeod County Trail Committee for 3 years.
Mr. Bobier would like the board to consider passing the resolution. Bob Novak motioned to sign the resolution, Don Lhotka second the resolution. Motion carried.
Linda Weckman was also present from Acoma Township sharing a website that she would like the board to view regarding property owners and trail usage.
Alex Romano and Taylor Novak were present representing Business Professional’s of America. This is an competive club where students compete with others in computer & business applications. 16 student from GSL will be traveling to Boston, MA for Nationals. They are looking for donations for this cost.
Rodney Schmidt motioned to approve a $500 donation, Bob Novak second the motion. Motion carried.
Paul Davis was present with quotes for the safety fencing around the SL Community field. Requested donation for this cost would be $882.04 + shipping. Rodney Schmidt motioned to approve the fencing cost, Bob Novak second the motion. Motion carried.
The board reviewed the 2016 update letter. Board member will be providing input so it can be mailed mid May.
Don Lhotka will be submitting a 2015 Obnoxious Weed Report.
Theresa Rusten has asked the board that we get the town hall cleaned. Theresa Rusten will get quotes.
Bob Novak motioned to hire Vik’s Lawn Care for 2016, Don Lhotka motioned to approve. Motion carried.

Det. Oliver was present checking in to see if the board had any issues to discuss.
One gravel quote was received from Mueller’s for $9.79 per cubic yard. Residents will receive gravel at the cost 10.45 per cubic yard. Bob Novak motioned to approve the meeting minutes, Don Lhotka second the motion. Motion carried.
Bob Novak brought up a bad spot on 170th that needs some fill.
Bob Novak mentioned that it has been 2 years since the ditches have been road reclaimed disked. The board agreed it should be done this Spring.
