The township hall will be getting an internet service upgrade to Excede.

Theresa Rusten asked the board for approval to have SLS Acct. prepare 2015 W’s. Bob Novak motioned to approve, Don Lhotka second the motion. Motion unanimous.
Reorg Meeting will be conducted on January 13, 2016 after Regular Meeting.
Bob Novak mentioned that some roads got missed during plowing. He will be contacting Mueller’s to find out what happened.
Bob Novak will be calling Lano’s regarding an emissions recall on our tractor.
Muellers gave a 2year proposal for plowing/grading. They have increased their hourly rate from $130 to $135. Bob Novak motioned to accept proposal/Don Lhotka second. Motion unanimous.

The board reviewed the meeting minutes from the Oct 14 Regular Meeting. Don Lhotka motioned to approve the October meeting minutes, Bob Novak second the motion. Motion unanimous.

The board discussed the McLeod County Quintile Plan.
The board discussed the option of having a shredding truck come for the residents.
Larry Ardolf and Tom Eischens approached Don Lhotka about putting in an approach.
The board discsussed the policy that we have had in place and that the property owner is responsible for the cost of a new approach.

Rodney Schmidt opened the meeting at 7:00 PM. The board reviewed the meeting minutes from the September 9 Regular Meeting. Bob Novak motioned to approve the meeting minutes, Don Lhotka second the motion. Motion unanimous.

Anthony Belle, Site Engineer -MPCA, was present to answer questions the board has in regards to what is going in to the landfill.
One of the concerns discussed was the recent permit issuance allowing industrial waste to be brought in. Mr. Belle explained what is allowed to be brought in and the procedures and tests in place to make sure everything in the landfill is compliant with a laws and regulations. Local water wells are tested 3 times a year.
Conversation was held regarding water tests and arsenic levels. Testing for arsenic as well as other chemicals tests are strict, ¼ of what the state’s standard levels are. The landfill test for over 100 organic compounds when testing.
Rodney Schmidt mentioned that the township be added to the test result distribution list.
Mike Donally was present representing Waste Management. The board and Mr. Donally discussed the upcoming contract. He presented a 3 year contract and a 5 year contract.
Bob Novak motioned to accept a 5 year agreement, Rodney Schmidt second the motion. Motion unanimous.
Theresa Rusten will have more information with Vivid Image.
Mat property valuation/board to stay at $200,000 vs. the $330,000 building valuation that was recently presented.
The township will pay 1.02 for LP this Winter from Glencoe Coop.
Theresa Rusten provided copies of the Rich Valley Township sheriff’s report.
Chad Bandas sent in a bid for snow plowing cart ways and snow removal at the hall. $62.00 per hour for cartways, $38.00 for hall removal. Rodney Schmidt motioned to approve, Bob Novak second the motion. Motion unanimous.
The hall will get new fire distinguisher and a carbon monoxcide tester.

The board signed a letter of public road acknowledgement for the cart way from Harvest Rd by the Roxane & Doug Henderson property. This stretch of road is currently maintained by the township.
The board reviewed the request for pricing for garbage/recycling from Waste Management.
Bob Novak motioned to approve the proposal with Waste Management, Rodney Schmidt second the motion.
Rodney Schmidt will invite Mike Donally to our next meeting to discuss contract specifics.
Theresa Rusten informed the board about the Vivid Image host changes that are coming up. She will have more information about the costing for the November meeting.
Theresa Rusten informed the supervisors that we need to do our street sign report. Don Lhotka will complete the township sign review next week.
Rich Valley Township was chosen to receive a property valuation from MATIT at no cost.
October 14 the MPCA, Anthony Bello will be coming to the meeting to answer any questions/concerns residents may have regarding what is getting dumped into the landfill. Theresa to post notice of October agenda with this guest speaker on the township bulletin board.

Andrew Herdingon requested approval for a feed lot variance for lot distance to a residence.
The variance request is to increase his herd size from 50 to 75. Bob Novak motioned to approve the variance, Don Lhotka second the motion. Motion unanimous.
The board discussed a memo from Vivid Image regarding in the upcoming change in our web site host plan.
Theresa Rusten will be contacting the McLeod Coop to switch from Wild Blue to Excede internet service.
Don Lhotka stated that the culvert on 145th St. by Leonard Blazinski’s needs to get replaced. Rodney Schmidt motioned to replace the culvert, Bob Novak second the motion. Rodney Schmidt will contact Ken Mathew Digging to explain our culvert expectations.
Rodney Schmidt stated that a culvert on 160th needs to be looked at.
Bob Novak requested to take the tractor to Lano’s to make the rear tire stance wider for stability. Rodney Schmidt motioned to get this service done from Lano’s, Bob Novak second the motion. Motion unanimous.
Rodney Schmidt motioned to pay the claims, Don Lhotka second the motion. Motion unanimous.
The meeting will be in continuance at 160th street for culvert review until 8:15 when Rodney Schmidt will close the meeting.

The board reviewed the culvert on 160th street and found in necessary to replace. Motion made by Bob Novak to replace culvert, second made by Rodney Schmidt. Motion unanimous.

Theresa Rusten presented to the board a Rich Valley Government Bond Snapshot . Bob Novak will contact our Well’s Fargo Representative to discuss some questions with him on the township account.
Theresa Rusten informed the board of a complaint from the post office about their drivers getting flat tires driving our roads.
Theresa Rusten will be compile a Garbage/Recycling bid to publish.
Bob Novak filled in a couple of holes on 170th.
Don Lhotka did a weed report for the township. Four notices were sent out.
Leonard Blazinski called Don Lhotka about getting a culvert replaced on 145th that is plugged. Rodney Schmidt will review the situation.
Don Lhotka mentioned that there is a buyer that wants to purchase the row bars from the Don Lhotka’s tractor that were put on when his tractor was used to cut ditches. He received a bid for $200.00.
Theresa Rusten will create a septic pump spreadsheet.
Don Lhotka motioned to pay to claims, Rodney Schmidt second the motion. Motion carried/unanimous.
Theresa Rusten asked if a paper shredder could get purchased for the township. Don Lhotka motioned to approve the purchase of a shredder, Bob Novak second the motion. Motion unanimous/carried.

Rodney Schmidt opened the meeting at 7:00 PM.
The board reviewed the May regular meeting. Bob Novak motioned to approve the meeting minutes, Don Lhotka second the motion. Motion unanimous/carried.
Faye Bruckschen presented the treasurer’s report for month ending May 31, 2015.
The board provided clarification to the residents present on the encroachment policy. Warren Macemon would like the information that the township board is using to back the encroachment policy.
The board will be bringing references by the August meeting.
Theresa Rusten will add Garbage/Recycling as a discussion point in July.
The projects that Mueller’s did on 180th & 170th were completed. The board was satisfied with the repair.
A tree fell on 160th/Garden. Bob Novak contacted a resident who burns wood and between the two they cleaned up the fallen wood.
Don Lhotka will be contacting Pete Scwarter to dump tanks.
Bob Novak motioned to pay the bills, Don Lhotka second the motion to pay bills. Motion carried/unanimous.

Ron Pulkrabek asked that the board come and look at the road by Koniska. Bob Novak will look at the situation.
Ron Pulkrabek stated that the McLeod County Historical Society is celebrating this year as the year of county schools.
Butch Huepenbecker approached the board and paid for the culverts for his property and submitted payment of $3138.48.
He’s concerned that more leveling is needed in an area on Garden Ave. Bob Novak will look at the area of concern.
Theresa Rusten recommended EFT transfer payments to PERA, McLeod Coop, McLeod Diversified. Bob Novak motioned to approve EFT payment method, Don Lhotka second the motion. Motion carried/unanimous. Theresa Rusten will set up payment method this summer.
Graveling for 2015 is almost complete.
Rodney Schmidt contacted Envirotech and a planned June 8 township dust control is planned.
The board received quotes for getting some conbit to repair some (4)approaches. Quotes received were 13.50 a yard from Chad Pokornowski, 18.00 from Hansen.
Rodney Schmidt motioned to contract Chad Pokornowski for the conbit delivery, Don Lhotka second the motion. Motion unanimous/carried.
Rodney Schmidt has had more conversation with John Mohr about the possibility of purchasing some property.
Don Lhotka had Mueller’s look at 2 culverts that continue to get plugged. The culverts are located 180th & 170th. For 170th, $11,074 was the bid for labor and materials, $13,592, for repairing 180th street.
Don Lhotka motioned to repair the culverts, Bob Novak second the motion. Motion carried/unanimous

Blair Nelson, Spruce Ridge Manager & Dan Behnke, District Manager at Winsted were present to catch up and to introduce themselves. Bob Novak asked Dan Behnke if Waste Management would haul township recycling to our county facility. Mr. Behnke said that they would haul to the county facility.
The Silver Lake Fire contract was signed.
Bob Novak met with the county recycling center to discuss this year’s clean up week. This year the township will not be picking up the recycling from the residences. The residents will be required to take their recyclables to the McLeod County Solid Waste facility. Rodney Schmidt motioned to have clean up week June 15 to June 19th, Bob Novak second the motion. Motion unanimous/carried.
John Mohr was present and did look at the proposal for $24,000 for 2 acres. The board & Mr. Mohr discussed options/easement and access to his property. Discussion was tabled for future discussion.

Paul Davis, representing the Silver Lake Parks Dept., approached the board. He showed the board the new dug outs that were built this past year.
Bob Novak motioned to approve the purchase of a scoreboard for ~$1000.00, Don Lhotka second the motion. Mr. Davis will be bringing some quotes to our next meeting.
Theresa Rusten presented a letter McLeod Emergency Food Shelf. Rodney Schmidt motioned to donate $8,000.00. Don Lhotka second the motion. Motion unanimous.
The board reviewed the one sealed bid received from Envirotech. They would provide dust coating for $121,750.00 for 125K gallons of Calcium Chloride (.974 per gal).
Don Lhotka motioned to approve the Envirotech bid, Bob Novak second the motion.
The board reviewed the sealed gravel bids form Hansen Gravel & WM Mueller & Sons.
Hansen’s Bid – $10.75 per cubic yard – gravel to be delivered by July 1 as they need time to do the crushing.
Mueller’s Bid – $9.79 per cubic yard – plus blading. They would provide the same quality gravel to residents for $10.45 per yard (tax added).
Don Lhotka motioned to accept Muellers bid, Rodney Schmidt second the motion. Motion unanimous.
Theresa Rusten made a copy of Warren Macemon’s documents for the board to review. The board will review.
The board discussed the sale of 2.5/ 1 acre(s) of property with a resident. They discussed options & sizes for the building addition.
The board will continue to research land values and talk with other townships. Discussion to continue.
The Board discussed the street intersection sign info that the county send out.
The board reviewed the bridge inspection report provided by the county. Don Lhotka will review and bring any improvements needed to the April meeting.
The board will look at some culverts that were installed last year. Bob Novak will do an inspection and define the areas that need to repair.
Bob Novak will be meeting with McLeod County Recycling to discuss garbage clean up week.

April 1, 2015 – 7:00 PM- Meeting Continuance
Rodney Schmidt open the April 1, 2015 continuance at 7:00 PM. Rodney Schmidt presented approximate valuations of land. He stated the price range for 1 to 3 acrea will be ~15,000-$17,000.
Bob Novak also spoke with area realators who gave him an approximate cost of $12,000 per acre, $20-22,000 for two acres.
The board discussed the 2.7 acres across the hall property owned by John Mohr.
Motion made by Rodney Schmidt to put together a proposal to John Mohr for $24,000 for 2 acres, Bob Novak second the motion. Motion unanimous.
