Regular Meeting
December 10, 2014

Bob Novak opened the meeting at 7:00 PM.
The board reviewed the meeting notes from the November 9, 2014 meeting. Rodney motioned, Don Lhotka second. Motion unanimous.
Faye Bruckschen presented the treasurer’s report for fund balances as of 11/30/2014

Don motioned to approve treasurer’s report, Bob Novak second the motion. Motion unanimous.
Bob Novak motioned that when bonds are called or matured prior to the regular monthly meeting, the board reserves the right to contact each other and reinvest in opportunities that need immediate attention. Rodney Schmidt second. Motion unanimous
Brett Mattson approached the board about removing some clay from his property to farm the property. Right now there is clay that he would like to remove and replace the blacktop.
The board has no objections to the removal of the clay and informed him to go back to the Zoning Office and get the paper work initiated.
Joe Oliver stopped in to see if the board had any issues to discuss.
Theresa Rusten will bring more information on the land line.
Bob Novak presented a Road Right of Way document. Theresa Rusten will finalize the document and bring it to the January meeting.
Faye Bruckschen has been in contact with Culligan. She stated that they change tanks every 8 weeks.
She stated we could have the option to change quarterly and pay annually. Rodney motion/ Donald.
Bob Novak stated that the street sign is back up on 160th/Ideal. It is crooked but will get straightened up this Spring.
Don Lhotka motioned to pay the bills/Rodney second.

Laura Donnay, representing the After Prom Committee, approached the board with a letter from the committee. She explained the events that will be happening for Prom 2015. Bob N motioned to donate $2300.00, Rodney Schmidt second the motion. Motion unanimous.
Joe Stangel, MN DNR, Area Manager in Nicollet present to discuss some land that is a potential donation from the TNC Preserve – Section20 Twp-116 Range .28 S1/2 S1/2 SE ¼. He is questioning if there is a cartway to this property. The board discussed the cartway to this property and is has been graveled in the last 5 years.
The board completed the MN Association of Township Board contact information report.
Theresa Rusten brought up the possibility of getting a land line at the township hall for 2015, she will be bringing more info in Dec.
Theresa Rusten suggested having Shad & Lindstrom to prepare board W2’s. Rodney Schmidt motioned to have Shad & Lindstrom complete our W2’s, Don Lhotka second the motion. Motion unanimous.
Road Report
Bob Novak did some patching on 160th by Emmes. He stated that this segment will need to be monitored in the Spring.
Project on 160th by Schulz’s turned out well.
We have moved all our equipment to our shed rental at Larry Ardolf’s property. The equipment that needs to go is the road closed signs.
Bob Novak brought up the building project for the she addition. Bob Novak stated he did leave a message with John Mohr about selling some land. Bob Novak presented a rough draft showing how the shed addition would look on the property.
Bob Novak brought up the future thought of purchasing a 1 ton truck to be able to haul a load or two of gravel.
Bob Novak mentioned another informational meeting in January.
Theresa Rusten informed the board that the draft of the right a way encroachment notice needs to be modified to fit township gravel roads. Bob Novak will be revising it to read as an informational notice and will pass it along.
Bob Novak presented a Rich Valley Project Information form to use/track when projects are done with in the township. These forms will be documented and stored in the Rich Valley Map book.
Mandy Dammann approached Faye Bruckschen about getting a grant/donation on the McLeod County Food Coop.
Don Lhotka brought up possibly changing our Culligan monthly schedule to bi-monthly. Bob Novak will look into this.
Don Lhotka motioned to pay the bills, Rodney Schmidt second the motion. Motion carried.

Bob Novak opened the meeting at 7:00 PM.
The board reviewed the meeting minutes from the September 10, 2014 Regular Meeting.  Don Lhotka motioned to approve, Rodney Schmidt second the motion. Motion carried.
Faye Bruckschen presented the treasurers report for month ending 9/30/14.

Rodney Schmidt motioned to approve, Don Lhotka second.  Motion carried.
Theresa Rusten informed the board of the election judge schedule.
The project on 160th by Emme’s has been completed.
The project on 160th by Kurt Schulz’s is in process.  Muellers have found that the telephone line is only 6 inches beneath ground in some of the areas of repair.  Bob Novak has been working with Century Link on rerouting.  Once the telephone line has been rerouted, Muellers will be ready to proceed with the repair.  Bob Novak stated all the culverts are there ready.  They will be adding an extension to the culvert at the bottom of the hill.  Rodney Schmidt motioned to approve the purchase of some hay bales for landscaping, Don Lhotka second the motion.  Motion carried.
Theresa Rusten  suggested  that the board come up with a policy on how to consistently handle the sale of used township property in the future.  A policy draft will be discussed in 2015.
Gale Hoese approached the board about tiling his property.  The tiling will be going across 130th.  The board informed him that the tile cannot be placed in the road right away.  Rodney Schmidt will take a look at the tiling project area.  Bob Novak asked Mr. Hoese to inform him ahead of time so that the appropriate road closing signs can be placed.
Ditch cutting the township roads is in progress.
Rodney Schmidt will be meeting with a contractor on the stumping needed on 160th.  We also received a bid from Stump Removal Specialty.  Once Rodney Schmidt receives the quote from the other contractor, motion was made by Rodney to go with the less expensive bid so that this project can get done before Winter, Don Lhotka second the motion.  Motion carried.  Bob Novak abstained for the motion.
Bob Novak discussed the road easement/right of way documtnation that the county uses and drafted a document for the township.  He presented his draft to the board.  Theresa Rusten will type up a Rich Valley notice.
Rodney Schmidt stated that when he was cutting ditches he hit a lot areas where the branches were hanging over the road.  He suggested the purchase of a pole saw to take care of some of the drooping branches that are in the right a way.   Bob Novak suggested also getting a small chainsaw to take care of some of the smaller trees in the road right of way.
Bob Novak motioned to purchase a 2 saws and some tools not to exceed $1400.00, Donald Lhotka second the motion.  Motion carried/unanimous.
Faye Bruckschen mentioned that Spruce Ridge will be opening another demolition site, this will result in demolition tipping for the township.
Bob Novak brought up that we should not have to get a property owners signed consent when working on road right of ways.
Motion made by Don Lhotka to review/pay claims, second by Rodney Schmidt.  Motion carried/unanimous.

The board reviewed the meeting minutes from the August 13, 2014 Regular Meeting. Bob Novak motioned to approve the meeting notes, Don Lhotka second the motion.

Rodney Schmidt motioned to approve the treasurer’s report, Don Lhotka second the motion. Motion unanimous.
Virgil Matthews, Allen Emme are requesting purchasing the 2 culverts that were taken out and replaced.
Allen Emme stated that he had to repair 160th street where the new culvert was put in.
The board decided to do a drawing with the three residents that want the used culverts. The residents are responsible for removing the culverts.
Michael D. from Waste Management was here to discuss our one year extension. He stated that he also would offer a three year garbage/recycling contract with a three year opt out plan. The board would like to stay with the year extension.
Butch Huepenbecker would like the board to come down his road to fix the area that always floods.
Donald Lhotka will take a look at the road and see what can get done.
Allen Emme would like the stumps taken care of from the tree trimming the Township did a few years back. Bob Novak stated he would provide a quote. Rodney Schmidt will be contacting other contractors for quotes. Bob Novak motioned to extend the meeting to review the stumps in question at 5:30 on 9/11, second made by Rodney Schmidt. Motion unanimous.
Joe Oliver was present representing the McLeod County Sheriff’s dept. checking if the board had any issues to discuss.
Bob Novak spoke to the county on what they send out for the road right away. The board reviewed the documentation they use and will discuss at the November meeting.
The board reviewed of a resolution that Hassan Valley passed regarding the Automark Resolution.
Bob Novak motioned to have Donald contact Hansen Gravel to bring in two loads to repair where the culverts were placed on Garden Ave., 160th & Ideal.
Don Lhotka stated Gary Krcil wants to put in an approach on 170th, the board will review this during their extension meeting.
Meeting Extension Minutes
September 11,2014 at 5:30 pm the continuance of the 9-10-2014 meeting resumed.
The board looked at the stumps on 160th street near Alan Emme’s and decided that we have to cut the grass before we can get bids on the stump removal. We could not locate all of the stumps because the grass is to high .
The board also looked at the culvert under Harold (Butch) Huepenbeckers driveway on Garden Ave. The motion was made by Bob and 2nd by Rodney to replace it with a new 36” x 40′ culvert and reshaping the landscape around the culvert. Don will call Ken Matthews and also order a culvert. All were in favor the motion passed.
Don Lhotka looked at the culverts at Dusty Hinklemans on 160th street and informed the board that there are 4 culverts that are plugged. Don made a motion to replace all 4 of them Bob 2nd all were in favor the motion passed. The Township will pay for the culverts and Dusty told Don he would install them himself at no cost to the Township.
The board inspected a culvert and approach on 170th street that Gary Krcil wanted to remove and relocate. The Board decided the approach and culvert were in good condition and useable so if Gary wants to relocate the approach to a different location he will be responsible to remove the old approach and at his expense and install a new one with a culvert.
At 6:45 pm Don made a motion to adjourn the meeting. Rodney 2nd that all were in favor and the meeting was adjourned.
Don Lhotka did a sign inspection report. This report will get sent in to the County Hwy department.
Bob Novak stated that he received a quote from WM Mueller’s for improving 160th street by Kurt Schultz residence. The quote for this repair is $8678.00 for excavation and regrade to create a ditch & waterway.
It was discussed that photos should be taken and flags from Muellers should be placed in the ditch where the work is going to take place. Photos will then be taken.
Rodney Schmidt motioned to approve the quote $8678.00 with the stipulation that Kurt Schultz is aware and signs off approval for the repair,
Chad Bandas provided a quote for the $38.00 per plow of townhall, $62.00 per hour for cartways.. Rodney Schmidt motioned to approve hiring Chad Bandas to plow the hall or cartways, Rodney Schmidt second the motion. Motion unanimous.
Bob Novak motioned to rent Larry Ardolf’s storage shed for $75.00 for each month for all township equipment and signs, Don Lhotka second the motion. Motion unanimous
Rodney Schmidt received a quote on the back entry way for Dave Schauer – $6387.95. Motion made by Don Lhotka to hire Dave Schauer for these improvements, second by Bob Novak.
Motion made by Rodney Schmidt to hire Osmek to pull a light wire through when doing the ceiling, second made by Don Lhotka. Motion unanimous.
Bob Novak stated the ditches will need to get cut after October 1st. Each Supervisor will do their sections.

Review of July 9th meeting minutes.  Rodney Schmidt motioned to approve the meeting notes, Don Lhotka second the motion.  Motion unanimous/carried.

Ken Polifka was present to renew a gravel permit.    Don Lhotka motioned to approve the gravel permit, Rodney Schmidt second the motion.  Motion unanimous/carried.
Waste Management sent a proposal for a one year extension.  The board discussed other recycling options.  Bob Novak motioned to extend the contract for one year, Rodney Schmidt second the motion.  Motion unanimous/carried.
Bob Novak will be contacting Waste Management.
The board discussed new owners for Cullligan, resulting in an increase of service.  Currently the hall has  it’s water softener filter system through them.  Rodney Schmidt will be looking at other options.
Road Conditions
Hanson put too large of rocks on 160th that Bob Novak removed some and put signs up.  Bob Novak talked repair options with Kurt Shultz.  Bob Novak will work with Mueller’s for repair option and quotes.
Theresa Rusten gave each Supervisor the County Hwy Dept. emergency contact list.
Don Lhotka will represent the township at the Aug. 15 FEMA meeting.
Bob Novak discussed the land purchase option with a resident.  Bob Novak also received shed rental rates from Larry Ardolf.  More information will be gathered at the Sept. meeting.
Bob Novak suggested that the board look into equipment to cut ditches.  He presented information to the board on a heavy duty rear swing flail from Diamond Mowers.  The sent a proposal for $11842 with a $300 freight cost.   Bob Novak motioned the purchase of the flail, Don Lhotka second the motion.  Motion unanimous/carried.
Donald Lhotka presented a quote for replace 3 township culverts:
18” on Ideal AV – by John Mohr property
24” on 160th by Allen Emme’s
15” on 160th by Bob Novak’s
A quote from Ken Mathews for installing would be $300 each.
Bob Novak to replace the culvert on 160th by Straecheks with a 15” also.
Rodney Schmidt motioned to install all 4 culverts, Bob Novak second the motion.
The board discussed creating a policy for property owners that are farming the road right away.
Rodney Schmidt motioned to pay the claims, Bob Novak second the motion. Motion unanimous/carried.

A culvert is being purchased for the Harold Huepenbecker property. Once the bill comes in from the county, the township will bill Mr. Huepenbecker.
The board reviewed the Waste Management extension proposal for our garbage and recycling contract.
Our current contract expires on Dec. 31, 2014.
The board discussed other options and will be bringing more ideas to the table in August.
Theresa Rusten will be create a detailed bid notice to put in the paper in August.
The board signed the Sl Lake Fire Contract for 2014.

The board competed the FEMA report. Theresa Rusten will forward to Kevin Mathews.
The board discussed the information that they will be compiling for the residents for building addition options.
Bob Novak presented to the board some prices for getting road closed signs.
For a 6 foot type 3 barricade $600 new/$450 used.
For a road closed sign – $200 new/$100 used
For sign flashers w/ night sensors- $40 new/$30 new
They also will charge a $200 S/H fee.
Rodney Schmidt motioned that we purchase 12 of the used 6 foot barricades, 6 of the used road closed signs & 12 new flashers, along with shipping for the cost of $6680.00, Don Lhotka second. Motion unanimous.
Bob Novak met with Muellers for the culvert by Emme’s on 160th. He received a quote for this repair as well as the repair needed on 160th street by the Kurt Schulz residence.
Bob Novak will meet with Kurt Schulz to discuss the repairs needed.
Rodney Schmidt motioned to approve the culvert repair needed on 160th for $4800.00, Bob Novak second the motion. Motion unanimous.
Don Lhotka will be getting some culvert quotes for other repairs needed. Rodney Schmidt suggested that we get an highway engineer’s direction on what size we should put in.
Theresa Rusten would like to take all records from 1960 and older to the McLeod County Historical Society. Motion made by Rodney Schmidt to take records to Historical Society, Bob Novak second the motion.

Bob Novak gave a cleanup week update regarding the recyclable pick up. Mr. Novak figured approximately 8 loads. Next year there will be more clarification on what is considered a recyclable pick up item and the quantities.
Don Lhotka gave a gravel report. One of the comments was that the trucks were hauling very slowly. Don Lhotka said that the quality of the gravel was very good.
Rodney Schmidt gave a dust coating update. Rich Valley is on schedule for the week of June 30th.
Bob Novak would like to set up an informational meeting regarding a shed addition.
Donald Lhotka brought in a quote from Melsha Construction to rebuild a portion in section 14 of 160th street. Bob Novak will be getting another quote for the same portion.
The board discussed some culverts that may need some repair.

The board reviewed the meeting notes from the March meeting. Rodney Schmidt motioned to approve the meeting notes, Donald Lhotka second the motion. Motion unanimous.

New Business
Autumn & Branden Dummer approached the board with a CUP for moving in a manufactured home to be moved onto the property of Craig Dummer.
Bob Novak motioned to approve the CUP with a signature, Rodney second the motion. Motiopn approved.
The board discussed clean up week. We will be using Spruce Ridge and the McLeod Recycling Facility.
Clean Up week will be June 9th – June 14th.
Road & Bridge
Gravel/grading bids were received by Hansen Gravel & WM Mueller’s.
Bid for Hansen Gravel -$9.25 per cubic yard, same price for residents
Bid for WM Muellers & Sons – $9.65 per cubic yard, with a price of $10.31 (9.65 + .66 sales tax) per yard for residents.
Donald Lhotka motioned to hire Hansen Gravel for 2014 gravel and blading, second made by Rodney Schmidt. Motion unanimous.
We received one bid for dust coating from Envirotech.
Bid was for Calcium chloride for .94 per gallon. Last year RV used 129,500 gallons.
Rodney Schmidt motioned to approve contracting with Envirotech for dust coating, Donald Lhotka second the motion. Motion unanimous.
The board reviewed the Bridge Inspection report from the county.
The board discussed a shed addition. Bob Novak and Rodney Schmidt spoke to the township lawyer and received counsel on a building addition.
Bob Novak stated that we would have to have informational meetings to inform the residents and also a vote will need to be taken at a scheduled special meeting before moving forward with the construction of a shed.
The board discussed the gravel reclaiming on the ditches which should get done in the next two weeks.
The board discussed building improvements. The board discussed an update in the entry way and new front door. Second update included changing from fuel to LP. Donald Lhotka will be getting prices. Rodney Schmidt will get some quotes for the front end.
Bob Novak did get a fuel card from McLeod Coop for the tractor. Rodney Schmidt motioned to purchase 3 5 gallon fuel cans, Bob Novak second the motion. Motion unanimous.
Allen Emme talked with Rodney Schmidt about fixing the road on 160th. We will be putting a statement in the newsletter to the residents giving them a notice of not planting crops in the road right away.
The board will be bringing more road improvement details to the May meeting.

Robert Sellnow was present, representing Sellnow Salvage. They take washer, dryers, computers and any other scrap metal. They do not accept anything with Freon or tires.
He is requesting to be included in the township clean up week. He would collect all appliances at no charge to the township. Bob Novak will be contacting the township attorney to see if a certificate of liability insurance is needed.
Robert Sellnow asked what is needed if they want to put bee hives on the property if they need a permit. The board instructed him to see the Zoning Office.
Marie Thurn was present to talk to the board about our property rights and a resolution in regards pertaining to McLeod County adopting the Minnesota Building Code. She stated that this topic is again being addressed by the County Commissioners.
She is recommending that the board review a handout she provided carefully.
The Board reviewed the resolution, Don Lhotka motioned to approve the resolution in regards pertaining to McLeod County adopting the Minnesota Building Code. Rodney Schmidt second the motion. Motion carried.

Bob Novak stated that the gravel reclaimer from Diamond Mowers has been dropped off at Lano’s to be hooked up to the tractor.
Bob Novak brought up the storage of the tractor and stated that there is possible storage of the tractor in Silver Lake.
