The board reviewed the meeting notes from the October 10, 2012 meeting.  Bob Novak motioned to approve the meeting notes, Jim Popelka second the motion.  Motion unanimous.
Faye Bruckschen presented the treasurer’s report for the month of October.
Balances:

Bob Novak motioned to place 2/3 in R & B, Jim Popelka second the motion.
Paul Lemke was present representing the GSL Close Up.  20 students from GSL are scheduled to go to Washington DC March 10- March 15.  The students go on 6 day trip to visit all the historical sites, meet with representatives.
At night they will be doing workshops with other students from other schools doing things such as mock congress and other
$1,922 per student to go on this trip.  This includes airfare, trans. , lodging, food.
Mr. Lemke is asking for a donation of any type.  He is asking that we make a decision by Feb. 5.
Bob Novak stated that the township will need to do some research with the township association to see what the township can do.
Theresa Rusten reminded the board that when working with new contractors that they be informed of when they will be paid.
Jim Popelka motioned to have Schad & Lindstrom to have them do our W2’s, Bob Novak second the motion.
Theresa Rusten asked that the board to take the booths down.  Bob Novak stated we should consider getting newer voting booths.
Joseph Oliver was here representing the Sheriff’s Dept. checking in.  The board had no issues to report.
Road Conditions
Bob Novak stated that when he did the ditch cutting he talked to Bob Shanahan to pick them up.  Bob Novak mapped brush that needs to be removed and branches/brush that need to be picked up removed.
Theresa Rusten asked him if he received a quote from Bob Shanahan to do this.  He will get an hourly rate  from him.
Bob Novak motioned to hire Bob Shanahan at the rate of $165.00 per hour to remove this brush/branches, Jim Popelka second the motion.  Motion unanimous.
Don Lhotka received a quote of $900.00 from Ken Mathews to remove the dirt along Garden Ave on both sides of the road by the Butch Huebenbecker farm.  He will remove dirt on both sides of his driveway and around the telephone box & south for about 10 feet and putting dirt on the field.
Jim Popelka motioned to hire Ken Mathews to take care of this run off dirt, Don Lhotka second the motion.  Motion unanimous.
Bob Novak mentioned that there is a need for gravel on 130thwhere the new culvert was placed.
Bob Novak motion to talk to Viks to come over with some gravel and spread on 130th to repair, Don Lhotka second the motion.  Motion unanimous.
Don Lhotka stated that there is are boulders embedded in 160thwest of Emme’s.  Don Lhotka wanted the board to be aware of this and will look at it again in Spring.
Theresa Rusten brought to the board’s attention that the township computer is having email problems, unable to send out.  Don Lhotka motioned to have Electronic’s Servicing to come and look at the computer, Bob Novak second the motion.

Don Lhotka opened the meeting at 7:30 pm.
The board reviewed the meeting minutes from the September 19th regular meeting. Jim Popelka motioned to approve the meeting minutes, Bob Novak second the motion. Motion unanimous.
Faye Bruckschen presented the treasurer’s report for month ending balances of August 31, 2012.

Bob Novak motioned to approve the treasurer’s report, Jim Popelka second the motion. Motion unanimous.
Faye Bruckschen recommended to place the Sept. 2/3 tipping into the R & B acct. Don Lhotka motioned to place this fee in this account, Bob Novak second the motion. Motion unanimous.
Brad Droeger a representative for Mueller & Sons was present. Mr. Droeger discussed snow plowing and start time. He stated that they start at 1:00 AM. He stated that they will plow as needed when they go out for other townships. They provide snow plow service for 3 other townships.
Discussion was over what happens when a mailbox is damaged by a plow.
Bob Novak asked what type of sand was used and Mr. Droeger stated they use, salt, limestone and sand.
Don Lhotka received a quote from Chad Bandas for hall ($38.00 a plow) and cartway ($60.00 per hour) snow removal. Don Lhotka motioned to hire Chad Bandas to remove township hall snow @ $38.00 per plow and plowing cartways @ $60.00 an hour, Bob Novak second the motion. Motion unanimous.
Bob Novak mentioned that he has been getting the ditches ready for the Winter season. He has about 5 hours of work to do yet.
Don Lhotka mentioned that they will be blading the roads once we get some rain.
Jim Popelka motioned to pay the bills, Bob Novak second the motion. Motion unanimous.

Don Lhotka opened the meeting at 7:30 PM. The board reviewed the meeting notes from the August 8th regular meeting.
Jim Popelka motioned to approve, Bob Novak second the motion. Motion unanimous.
Faye Bruckschen presented the treasurer’s report.

Faye Bruckschen stated the tipping fee for August is $80152.50. Bob Novak motioned to place 2/3 in the general account, Jim Popelka second the motion.
County MAT meeting is scheduled for Sept. 24, 7:30 PM North Courthouse Complex.
The board discussed options for snow removal for 2012-13. Bob Novak brought in a quote for WM Mueller & Sons. For sanding truck, blading w/ plow and wing = $128.00 per hour.
Bob Novak will contact the county to inform them we will not be renewing the contract.
Jim Popelka motioned to hire Mueller & Sons for snow removal for 2012-13 snow removal.
Don Lhotka to talk to Chad Bandas regarding cart way & hall snow removal.
Don Lhotka stated that he will need to get a hold of Swartzer Septic Pump to pump the hall septic tank before the November election.
Bob Novak did get some pricing for the tractor with brush cutter from Ziegler CAT in Mankato. It will be $3400.00 for the week and we will get on October 8. Bob Novak will need to get the appropriate liability & insurance forms.
Jim Popelka brought up that on 140th street that there is a wash out and it was flagged by a resident.
Don Lhotka will drive by and check it out. Jim Popelka also stated on 130th street by his residence. He stated that on side of a culvert was crushed by a plow. Jim Popelka stated it should be replace.
Jim Popelka motioned to replace the culvert on 130th & Imperial, Bob Novak second the motion. Motion unanimous.

Don Lhotka opened the meeting at 7:30 PM
The meeting notes from July 11th regular meeting were reviewed by the board. Jim Popelka motioned to approve, Bob Novak second the motion. Motion unanimous.
Faye Bruckschen presented the treasurer’s report;

Paul Davis was present respresenting the Silver Lake Park & Rec Association. They are currently in the process of looking for donation committments to restructure the dugouts at the Silver Lake Lions Ball Park. The Silver Lake Park & Rec Association is hoping to submit a grant application with a Twin’s organization that focuses on a community fund called ‘Twins Fields for Kids’.
Right now Paul Davis is looking for community interest in supporting this project. If the community can prove interest & commitment it would fund some of the project which has an estimated cost of $15,000.00. Bob Novak stated that work was done at the Brewer’s Field and we contributed ~$4000.00. Jim Popelka motioned to committing $4000.00 to the project, Bob Novak second the motion. Motion unanimous.
Joe Oliver, County Deputy, was present and wanted to know if there was anything that needed attention. The board felt all was well within the township.
Don Lhotka brought up doing the sign report and will get it done next month. Bob Novak mentioned that in October when we are going to rent a tractor for ditch cutting we could check signs at the same time. Don Lhotka stated that he feels that it would be better to check the signs separately. Jim Popelka also felt that the two projects should be done separately.
Jim Popelka motioned to have Don Lhotka do a sign report, Bob Novak second the motion. Motion unanimous.
The landscaping/tree project is complete and the board feels RAM Landscaping did a great job.
Don Lhotka stated that the culverts were installed at 140th, 160th & 170th. Don Lhotka had to have Mueller’s put one load of gravel by each installation and then blade after.
Don Lhotka asked about blading. Bob Novak mentioned that we should wait as long as we can that we should revisit it in September.
Bob Novak motioned to pay the claims, Jim Popelka second the motion. Motion unanimous.

Don Lhotka opened the meeting at 7:35 PM.
The board reviewed the meeting minutes from the June meeting. Jim Popelka motioned to approve the June meeting minutes, Bob Novak second the motion.
Fay Bruckschen presented the treasurer’s report for June.

Faye Bruckschen asked what to do with the June tipping fee. Faye suggested placing 2/3 into the General acct. Bob Novak motioned to place the June 2/3 tipping fee into the General acct, Jim Popelka second the motion. Motion unanimous.
Doug Portele was present and has reapplied for a Variance application. He does plan on building a home. Jim Popelka motioned to approve the variance application, Bob Novak second the motion.
The board recommended approval of the variance.
Mark Smith invited the board member to a Pheasants Forever land dedication on August 4 at 4:15.
Bob Novak went to the Mankato summer training seminar. He stated that there it was a very good seminar and as a township we can make some improvements.
He stated that there are some things that we need to change with the way we have our meetings that he will be bringing them to the next meeting.
Bob Novak presented a quote for landscaping from Vik’s Landscaping. For a total of 33 trees , planting, grooming, mulching, watering, fertilizing a bid for $14,158.00.
The other quote came from RAM Landscaping services out of Winsted. For the same amount of trees, planting, mulching, watering the a quote came to $13,630.00.
Jim Popelka mentioned that he does not like the white pine tree listed in Vik’s quote.
Bob Novak mentioned that each of these contractor’s can start in two weeks.
Jim Popelka motioned to accept the RAM Landscaping quote, Bob Novak second the motion. Motion unanimous.
Bob Novak had Brandon Vik’ Lawn service mow, spray weeds and fertilizer. His quote is $50.00 per mow on a as called service. Bob Novak motioned to continue have Brandon Vik take care of the township lawn, Jim Popelka second the motion. Motion unanimous.
Theresa Rusten informed the board that the Election Filing Notice has been published. Terms that will be expiring at the end of December are:
Treasurer – Faye Bruckschen
Supervisor B- Bob Novak
Supervisor C – Jim Popelka
Election filing is from July 31 to Aug. 14.
Don Lhotka met with the John Brunkhorst from the county to discuss the issues we have with road erosion on 160th by Emme’s when we get a lot of rain. The recommendation was to get crushed concrete to fill in.
Don Lhotka received a quote from Knife River for $10.50 a yard for crushed concrete and $89.00 to haul a load. Don Lhotka motioned to get 4 loads of crushed concrete from Knife River, second made by Jim Popelka. Motion unanimous.
Don Lhotka also received costs for culverts on 140th and 170th street and 180th street.
Motion to approve the cost for culverts from the McLeod County of $2083.08, second from Jim Popelka. Motion unanimous.
Don Lhotka also received two bids for installing the culverts. One from Ken Mathews for $1400.00, the other from Borka Excavating for $2000.00.
Bob Novak motioned to hire Ken Mathew’s to install the culverts, second by Jim Popelka. Motion unanimous.
Don Lhotka contacted Don Pagel for spraying the ditches and he wants $95.00 an hour and Jim Hlavka would do it for $85.00 an hour.
Bob Novak mentioned that we should get rid of these weeds permanently instead of spraying all the time. Don Lhotka stated that we should take care of the weeds right away.
Don Lhotka motioned to have Jim Hlavka for $85.00 spray the weeds, Jim Popelka second the motion.
Motion unanimous.
Jim Popelka also stated that he agrees with Bob Novak that we also need to look at permanently removing the brush and weeds that come up every year.
Bob Novak brought up the options of purchasing a piece of equipment.

Don Lhotka opened the meeting at 7:30 PM.
The board reviewed the meeting minutes from the May 9, 2012 meeting. Jim Popelka motioned to approve, Bob Novak second the motion. Motion unanimous.
Faye Bruckschen presented the treasurer’s report for May.
Fund Balances are:

R& B – $301,770.05
Landfill Abatement – $418,502.04
Faye Bruckschen suggested placing the 2/3 May tipping in the R & B acct. Jim Popelka motioned to place the May tipping fee in the R & B acct, Bob Novak second the motion. Motion unanimous.
Joe Oliver, representing the McLeod County Sheriff’s Office, was present and asked if there were any situations that needed attention.
A Disposal of Demolition Debris on Ag Land was presented to the board for review.
Township Membership cards were distributed to the board.
Theresa Rusten informed the board members of 2012 Board of Appeal Training courses that are mandatory to go to this year. Each board member received a copy of the training schedule and will make their own arrangements to attend.
Township Landscaping
Don Lhotka talked with a tree service and it was recommended to plant in the Fall. Don Lhotka talked to Jim Hlavka, Hutchinson Coop, and asked him to come and give us a quote.
Don Lhotka also talked to Ron Pagel, Nutra-Flo to get a quote for spraying weeds on the township roads.
Jim Popelka stated that the grounds should get sprayed, leveled and get seeded. The topic of adding a shed was brought up by Bob Novak.
Bob Novak stated that he talked to the township attorney about township spending. He stated that we will not need to get a second quote for this project. He stated that at any time the board can use township funds at any amounts without resident approval unless it is for a building or structure. Bob Novak stated that if a shed did want to go up, it would need to get approved from the residents at the annual meeting.
Bob Novak stated that in regards to the $80,000.00 for equipment, resident approval isn’t needed.|
Don Lhotka asked Bob Novak why he feels he can go around asking questions to residents about purchasing equipment and it isn’t right. Bob Novak stated he was getting some input from residents and does not need board approval to do that.
Bob Novak stated that he went to the zoning office to ask about possibly building a shed on the township property.
Bob Novak stated that there would be enough room to place a shed where the swing set it.
Don Lhotka stated that we don’t need a shed. Don Lhotka stated that he too was at the zoning office.
Don Lhotka stated that we should consider what is going to happen at the Landfill and that we may not have any money to spend in the future.
Bob Novak mentioned that he did do an informal survey to residents asking two questions.
Survey questionnaire was as followed:
“Signatures below are for residents that agree that the township officials should be proactive with the investigation and possible purchase of road equipment to be used in the Township. Items may include a utility tractor and plow truck. The plow truck would enable us to have our roads plowed sooner than the hiring of the McLeod county trucks Money for these items are from Landfill and would not effect tax rates”.
Bob Novak received 40 for pursuing equipment purchase and 2 that were not interested in this. Don Lhotka stated that these signatures mean nothing as most of these are friends of his and some even live on tar roads.
Bob Novak stated that with this survey he got a good idea of where the residents stand with being proactive with equipment purchases such as snow plow and tractor.
Bob Novak would like to bring back to the table the purchase of a tractor. Don Lhotka brought up a lease from Jungclaus showing that to lease a tractor we can rent for $50.00 an hour.
Jim Popelka brought up the fact of a Supervisor being able to operate a purchased tractor without it being a conflict of interest. Bob Novak talked to the lawyer and stated that a Supervisor can operate the equipment if resolutions are passed for Supervisor’s to operate.
Bob Novak presented the proposed tractors and their quotes…..get quotes from Bob.
Bob Novak stated that Larry Ardolf would have storage available for it.
Don Lhotka stated that he is against the idea of the purchase, that the township doesn’t need it.
Jim Popelka stated he is against renting a shed. Bob Novak stated that storage is just minor.
Bob Novak stated that we have an abundance of money that is doing the township no good just sitting in the bank.
Popelka motioned to table the equipment purchase for one more month, Don Lhotka second the motion. Bob Novak was against the motion.
Jim Popelka stated that when it comes to snow plowing the county is better equipped then what our township would be for plowing with one plow. He stated that the county can come with more than one truck.
Don Lhotka stated that he will need help measuring a culvert on 140th street. Jim Popelka stated that he will go and measure the culvert tonight. Don Lhotka will get a quote for culvert/band and for installing it.
Bob Novak stated that he did recall Dressel’s Stump Removal for getting more stumps out that were missed.
Jim Popelka stated that something needs to be done with the lawn. Bob Novak will be contacting professional grounds services to get some quotes for leveling and planting.
Motion made by Bob Novak to contact a lawn care service to take care of the mowing/spraying the grass thru the end of July, Jim Popelka second the motion. Motion unanimous.
Bob Novak stated that there is Summer Short Course Township training in St. Cloud on June 18 that he would like to attend. Jim Popelka motioned to approve training seminar fees and mileage for Bob Novak to attend, Don Lhotka second the motion.

Don Lhotka opened the meeting at 7:30 PM.
The Board reviewed the meeting notes from the April 11, 2012 meeting, Jim Popelka motioned to approve the meeting minutes, Bob Novak second the motion. Motion unanimous.
Faye Bruckschen presented the treasurer’s report for April 30th, 2012. Motion made by Bob Novak to approve the treasurer’s report, Jim Popelka second the motion. Motion unanimous.
Faye Bruckschen suggested placing 2/3 April tipping fee into the Road & Bridge fund, Don Lhotka motioned to deposit the April tipping fee into Road & Bridge, Bob Novak second the motion. Motion unanimous.
Don Lhotka mentioned that the picnic shelter is 6 feet away from the property line. He will be going to the Zoning Office to discuss property lines. He will get this information prior to moving forward with the landscaping project.
Bob Novak presented the survey performed by Pellinen Land Surveying. Don Lhotka will take the certificate of survey with to the Zoning Office.
Steve Eischens came to the board to bring forth a complaint about a neighbor (Virgil Mathews) who has a dyke built up holding up the water from the natural flow.
The board informed Steve Eischens that he will need to talk to a lawyer. They also stated to go the ASC office.
Don Lhotka stated that 22 loads of gravel were spread on the roads preparing them for dust coating.
Dust coating should be completed tomorrow.
Bob Novak brought in information on the Massey Fergus with 2000 hours, used for road cutting.
The equipment quote includes:

Theresa Rusten brought up the fact that we should consider getting more information on this type of equipment purchase from the township attorney. She suggested that more research should be done to determine if more quotes are needed. We also need to determine who we are going to get to operate the tractor.
Storage for the tractor was brought up and Bob Novak stated that will not be an issue. He stated that he has talked to the county about storage.
Don Lhotka expressed his concern over this possible purchase. He stated he doesn’t feel that there is a need for a purchase of the magnitude.
Bob Novak would like to see us proceed ahead with the purchase. Theresa Rusten recommended that more research should be done with this purchase.
Jim Popelka stated that he would like see a smaller model. Bob Novak’s comment is that the money has been budgeted for this purchase.
Jim Popelka would like to know if we can actually build a shed on the township grounds before we even pursue a purchase of this cost.
Don Lhotka stated that the residents who live on county maintained township roads should receive dust coating on the roads.
Bob Novak motioned that the township dust coat all residents of the township that reside on a county maintained road, Jim Popelka second the motion. Motion unanimous.
Don Lhotka will be bringing in the invoices for dust control at the next meeting.
Bob Novak mentioned that he will mow and spray the town hall until we can get some quotes for this service.

Don Lhotka signed the 2012 Glencoe Fire Contract and the 2012 Silver Lake Fire Contract.
Theresa Rusten brought to the board’s attention the topic of Conflict of Interest discussion that the lawyer addressed at the Spring Training Meeting.  The Supervisors will need to determine if they will be creating specific job descriptions for each Supervisor or creating resolutions prior to when a Supervisor needs to do work for the township.  Theresa Rusten informed the board that only in cases of emergencies can a Supervisor perform work for the township.  In these cases a resolution will need to be created and adopted at the following board meeting.
Theresa Rusten will be preparing the Township Newsletter and it will be sent out in May.  Bob Novak stated that we should address the mailbox issues and brought in a paragraph to add to the newsletter.
The landscaping project has been tabled for this month.  It will be discussed when all board members are present.
Garbage clean week schedule was discussed.  Clean up week will be June 11 – 16th.  The schedule will be the same as last year.
Road Conditions
Theresa Rusten stated that there was only one dust coating bid received from Envirotech Services (DCI).
Price per gallon foe 0-34000 gallons = $.80 / > 34000 = $.76.
Don Lhotka will contact Envirotech Service, ask for a bid that meets the criteria of the Bid Notice.  The board will table the dust coating decision until more information is received.
Bob Novak motioned to hold a special meeting to further discuss dust coating and other Spring road maintenance needs, Don Lhotka second the motion.  Motion unanimous.
Jodi Sell was present and is interested in taking over the vacant assessor position.  The board spent some time with Jodi discussing her credentials.  Don Lhotka asked about the cost per lot, and she stated $7.50 per parcel.  Don Lhotka motioned to approve the hiring of Jodi Sell at $7.50 per parcel, motion seconded by Bob Novak.  Motion unanimous.
Motion made by Don Lhotka to pay the bills, Bob Novak second the motion.  Motion unanimous.

Rich Valley Township
Regular Meeting

Participants:  Faye Bruckschen, Jim Popelka, Bob Novak, Don Lhotka, Theresa Rusten
Don Lhotka opened the meeting at 7:30 PM.
The Board reviewed the meeting notes from the February 8thmeeting.  Jim Popelka motioned to approve the meeting notes, Faye Bruckschen second the motion.
Faye Bruckschen presented the end of February cash balance report.
General – $139,053.40
R& B –  $266,009.36
Landfill – $383,475.68
CD/Savings – $1,475, 894.90
Jim Popelka motioned to approve the treasurer’s report, Bob Novak second the motion.
Motion made to put the 2/3 tipping fee into the General Fund by Jim Popelka, second by Bob Novak.
The board reviewed 4 resumes for the vacant township assessor position.  The applicants are:
Jodi Sell, Brenda Chmielewski, Robin Johnson & Chad Sauter.
Theresa will notify Jodi Sell to be here at 8:15.
Internet website is up and running and current.
Theresa Rusten presented Resolution #0312 for Restablishing Unchanged Precincts and Polling Place.  Motion made by Don Lhotka to pass Resolution #0312, second made by Bob Novak, all approved.
Theresa Rusten will be creating a resolution that in order to receive monthly recycling/garbage recipients will have to reside in the township.  Non resident property owners will be able to receive an annual clean up week card.
Faye Bruckshen will talk with Mark Reinert on the township clean up week schedule and present it at the April meeting.
Theresa Rusten brought up computer upgrades that are needed as well as a new printer.  She will be bringing in quotes in the near future.
Don Lhotka presented a drawing from Kahnke Bros. Inc. for replanting trees.  Don Lhotka motioned to have the property surveyed to ensure we are planning correctly, Jim Popelka second the motion.
Bob Novak will notify Pellinen surveyors out of Hutchinson.
Once the stumps are removed/surveying done the board will be reviewing the option of a future shed.
Jim Popelka will be contacting other contractors for additional landscaping plans & quotes.
Don Lhotka state d the roads are in good condition.
The Board reviewed the Township Bridge Inspection Report for the County Engineer.
At this time Rich Valley has no bridges that need attention.  There are two that need repairs but those are located on County Roads.
Don Lhotka mentioned he feels there is enough gravel on the roads that we should not have to place an add in the paper for gravel.
Bob Novak motioned to dust coat all township gravel roads this year, Jim Popelka second the motion.
Bob Novak mentioned he was working with Tom Doyle on a tractor/disk cutter that the township could look at and try out.  Bob Novak will contact Diamond Mowers to bring out a Massey Fergeson and mower for the Board to look at.
