Don Lhotka opened the meeting at 7:30 PM.
The board reviewed the meeting notes from the November 10th meeting. Jim Popelka motioned to approve the meeting notes with no corrections needed, Bob Novak second the motion.
Treasurer’s report was presented by Faye Bruckschen.

Faye mentioned that CD 83000 has matured as of Nov 30. She presented CD rates from both Security Bank & Trust and First MN Bank.
Jim Popelka stated he liked the 3 year plan, Don Lhotka stated the two year plan. Jim Popelka motioned to go the three term in Security Bank, Bob Novak second the motion.
Theresa Rusten mentioned that we will be receiving invoices from the Glencoe Public Library. We should have them by the January meeting.
Faye Bruckschen asked the board if we wanted to consider opening another CD using funds from the 2/3 savings. Bob Novak asked Faye Bruckschen to get some rates for specific amounts from Security.
Don Lhotka motioned to have the November Sanitation Tipping fee (2/3 acct. cut) to go into the General Fund, Bob Novak second the motion.
Bob Novak motioned to approve the treasurer’s report.
Board of Audit meeting needs to be scheduled. Don Lhotka motioned to have the Board of Audit after the Feb. 9th regular meeting, second made by Jim Popelka.
Jim Popelka motioned to have the Board of Reorganization on Jan. 12, 2011 after the regular meeting, Bob Novak second the motion.
Theresa Rusten asked the board to have W2’s prepared by Schad Lindstrom, BN/JP
Theresa Rusten mentioned that the voting booths should get taken down.
Road Conditions
The board received lots of complaints on the road conditions.
Theresa read a report from Elvis Voight, Maintenance Superintendent, McLeod County Hwy .
There were some areas of improvement that will need to be done this Spring.
Points brought forward:
Road Check Route #101

  • Rich Valley Township: Koniska St. – Staking on edge of road in front of cemetery will need to be removed before the first snow, or it will be plowed up. Same road, tree stump that will catch on the wing on the North side of the road. I staked it with a red stake. (BN/DL to take care of stump in Sprint)
  • Mail box support on 160th St. #10454 Bonnie Mohr farm is very dangerous. Rocks all around it and a solid support that would not move if hit. I have been very careful around this so far. (BN to discuss with Mohr’s in Spring)
  • Thank the township for all there tree trimming that was done over the summer, I really appreciate it.
    Road Check Route #102
  • 140th street 7787 trim trees southside and 7314 trim trees northside (REA will take care of this)
    A sign project letter was received from the county. We will need to provide a final report. Don Lhotka will do a visual inspection on his road checks.

Don Lhotka opened the meeting at 7:30 PM.
The board reviewed the meeting notes from the October 13th meeting. Jim Popelka motioned to approve the meeting notes, Bob Novak second the motion.
Faye Bruckschen presented the treasurer’s report.

Bob Novak motioned to approve the treasurer’s report, Jim Popelka second the motion.
Faye Bruckschen brought in a copy of the MN Statute 115A.921 and discussed the Demolition statute in regards to the new cell developed at Spruce Ridge.
John Thell, representing Glencoe Brewers came to the board wanting to know if the township is willing to support a project to replace the lights in Vollmer Stadium.
He explained that the Vollmer Field is a recreation area not only used by the Brewers but many other organizations.
The Brewers organization will be hosting the State tournament in 2011.
Don Lhotka mentioned that this would be a subject that would need further discussion. Bob Novak mentioned that if the township would donate, we would have to submit the payment directly towards a purchase not to a fund account.
John Thell mentioned that this would not be a problem. He stated the fencing cost would be ~$6000.00.
For repair in the grand stand, it would cost ~$1500.00.
The board signed the officer list for MAT.
Road Report
Bob Novak brought up concerns from residents on 137th street and Imperial. He stated that the last blade job wasn’t done very well there. Jim Popelka stated he thought that the roads may have been to wet to blade. Bob Novak mentioned to be careful with the blading, be conscientious of the possible upcoming freeze.
Bob Novak mentioned that north of Don Popelka’s residence on Ideal Ave there is a collapsed culver in a field approach. Don Lhotka will be checking it out. Bob Novak motioned to give Don Lhotka approval to repair it as needed, Jim Popelka second the motion.
Theresa Rusten informed the board of the proposed county rates for snow/ice removal. They will be approaching the Board of Commissioners with these rates:
$135.00/hr reg. rate
$155.00/hr holiday rate
$600.00 Mobilization/year
Sand/salt – actual cost plus 20%
Tree trimming still needs to be done on 186th street. Bob Novak mentioned that he contacted Richard Wanous in trimming the trees on 170th. Bob Novak approached him with a contact to discuss the trimming that is needed. Richard Wanous agree to have the tree trimmed that in line with the road but did not want anything trimmed farther then the road line. Richard Wanous also refused to sign the contract. Theresa Rusten will be looking into what the township can legally do to trim the trees on 170th according to law.

October 2010 Meeting Minutes

Don Lhotka called the meeting to order at 7:30 PM.
The meeting notes from the Sept. 8 regular meeting were reviewed by the township board. Jim Popelka motioned to approve the meeting notes, Bob Novak second the motion.
Faye Bruckschen presented the treasurer’s report, see attached. Bob Novak motioned to approve the treasurer’s report.
The City Center will be having celebration dinner and the board members are invited.
Theresa Rusten informed the board what our $15,000.00 contribution for the library went for the following:
$6000.00 – Books
$6536.00 – Computer desks/shelving
$2463.36 – Library furnishings
Theresa Rusten informed brought up a suggestion from a resident that we should look into purchasing carbon monoxide alarms, fire extinguishers or first aid kits. The board informed her to bring in information on these products.
A quote was presented to the board from Chad Bandas for snowplowing cartways and plowing the town hall. Cartway plowing – $58.00 per hour – Town Hall – $37.00 for hall.
Bob Novak motioned to hire Chad Bandas for snow removal of cart ways and plowing the hall, Jim Popelka second the motion.
Don Lhotka informed the board that the tree trimming has been complete. Bob Novak will be working with Richard Wanous on trimming his tree.
Once we get some rain, Don Lhotka will inform Mueller’s to blade.
Don Lhotka informed the board that we had to close 160th street due to flooding for three days. He reported that they was no damage.
Robert Novak will be bringing in information on purchasing our own road closing signs.
Reminder was given to the board about the upcoming election. Jim Popelka mentioned that if training can be done, he would help out. Theresa Rusten will talk to Cindy Schultz about being able to provide training.
Motion made Don Lhotka to pay bills, Bob Novak second the motion.

Don Lhotka opened the meeting at 7:30.
The meeting began by the board reviewing the August 11th meeting minutes. Jim Popelka motioned to approve the meeting notes, Don Lhotka second the motion.
Faye Bruckschen presented the treasurers report. See attached. Don Lhotka mentioned that we should have $50k in the Road & Bridge acct. too cover plowing and tree trimming. Don Lhotka motioned to place the next two 2/3 landfill tipping fees into the Road & Bridge acct, Jim Popelka second the motion.
Faye Bruckschen mentioned that she is having difficulty getting money orders from First Bank of Minnesota. Faye Bruckschen stated she would like to move the $15,193.03 to Security Bank to a money market, percentage rate of .40%. Jim Popelka motioned to approve the transfer, Don Lhotka second the motion .
LuAnn Schmidt, Shauna Gruber and Virgil Mathews were present representing 1st Lutheran school and church. The school is putting in a new playground. They brought in quotes from St. Croix Recreation Co. Inc. The playground will be built in two phases and would benefit 36 Rich Valley Township families. Jim Popelka motioned to contribute $4898.00 of funds to First Lutheran for the fire truck playground equipment, Don Lhotka second the motion.
Theresa Rusten explained to the board that she needs assistance with the web site. She asked for approval to work with Anna Senske for a fee to get the web site current. She will bring a quote to the next meeting.
Donald Lhotka is currently working with the residents that need to have tree trimmed. He is notifying them personally with a contract that explain the statute and photos.
Donald Lhotka will be contacting the county to start cutting the road sides.

June 2010 Meeting Minutes

 Don Lhotka opened the meeting at 7:30.
The board reviewed the meeting notes from the May 12 meeting.  Bob Novak motioned to approve, Jim Popelka second the motion.
 Faye Bruckschen presented the treasurer’s report.
See attached.
Gravel bill was received = 71,114.00.
Bill will be sent this month.
Bob Novak motioned to approve the treasurer’s report, Jim Popelka second the motion.  Faye Bruckschen will investigate getting a debit card and another credit card.
 Board of Appeal training schedule was presented to the board.  Bob Novak & Don Lhotka’s training will need to be renewed prior to the 2012 Brd of Appeal.
 Weather Radio feedback, 112 will take one, 11 no, 11 will need more info. Theresa Rusten will be bringing in more product info to the July meeting.
 Thirty residents want another recycling bin.  Theresa will be contacting Travis Christensen to come to the July meeting.
 Board members were instructed to remember their election judge training schedules.
 Dust coating is two weeks out, they are currently behind.  Don Lhotka stated that they will be unable to accommodate cartways or driveways.  Bob Novak mentioned contacting DCI Inc to find out if they have a smaller rig to do the cartways.
 Donald Lhotka brought up getting a tree trimming contract together.  Theresa Rusten will compiling the photos and a tree trimming contract.
 Don Lhotka talked to Ziemers  about getting the air conditioner installed.
 Faye Bruckschen brought up the fact that clean up cards only got sent to residents, not property owners.
 Bob Novak motioned to pay the bills, Jim Popelka second the motion.

May 2010 Meeting Minutes

 Don Lhotka opened the meeting at 7:30 PM
 The board reviewed the meeting notes from the April 14th meeting.
 Faye Bruckschen presented the treasurer’s report. See Attached.
Faye asked the board if she should transfer some funds to the Road & Bridge Acct.  Bob Novak motioned depositing the 2/3 Sanitation Tipping fee portion into R & B for 2 months,  Jim Popelka second the motion.
Theresa Rusten suggested that we deposit more funds into the Landfill Abatement fund to build it back up.  Considering that we have cleanup week we may want to put the 1/3 Sanitation Tipping Fee into this account.  Bob Novak motion to deposit the fee into the 1/3 Landfill Acct, Jim Popelka second the motion.
 Bob Novak motioned to approve the treasurer’s report, Jim  Popelka second the motion.
 The board discussed the weather radio.  There will be more research done.
 The McLeod County Sherriff’s Office is looking for a contribution for the K9 program.
Don Lhotka motioned to contribute $1000.00 to the K9 program, Bob Novak second the motion.
 The McLeod County Historical Society is looking for a contribution.  Since the board contributed $500.00 in January 2010 the board decided not to contribute again this year.  Motion made by Jim Popelka to donate $500.00 to the Historical Society, second by Bob Novak.
 Don Lhotka received a quote for air conditioning installation from Mikolichek Plumbing with 2 options:  $2125.00 or $2375.00. 
He also received a quote from Ziemers for $1950.00.
Bob Novak motioned to have Ziemer’s put in air conditioning for $1950.00, Jim Popelka second the motion.
 Theresa Rusten informed the board that there is a GSL student that would like to be part of the Election Judge process.  She is Rachel Posusta.  Theresa Rusten will give her a copy of the election judge training.
 Don Lhotka mentioned that he is still working with Ken Mathews for fixing 160th street.  Don Lhotka will be looking at it more to consider digging it out and filling it or tiling it again.
 Don Lhotka is also waiting for more work to get done to clean out the ditches of the road that were impacted by the floods.
 Don Lhotka will be going to a meeting with FEMA as the town may receive flood repair cost reimbursement  for the damage to township roads.
 Bob Novak asked about adding more gravel to the cartways.  Don Lhotka also stated that it is not necessary to add gravel to the cart ways or 190th street.
 Jim Popelka motioned  to pay the bills, Don Lhotka second the motion.

April 2010 Meeting Minutes

 Participants:  Jim Popelka, Bob Novak, Don Lhotka, Theresa Rusten, Faye Bruckschen.
The meeting was opened by Don Lhotka at 7:30 PM.
 The board reviewed the meeting minutes from the March 10thmeeting.  Jim Popelka motioned to approve the meeting minutes,  Bob Novak second the motion.
Faye Bruckschen presented the March Cash Balance Report.  Don Lhotka mentioned that we will need to get approx. $100 K in Road & Bridge to cover gravel/dust coating.
Faye Bruckschen would like to place the March sanitation tipping of $28,963.75 into the R & B account, Bob Novak motioned to approve this deposit, Jim Popelka second the motion.
Bob Novak motioned to approve the March Cash Balance Report, Jim Popelka second the motion.
Faye Bruckschen brought in an application for a credit card.  She informed the board that a policy would have to be drafted before the May meeting.
Bob Novak motioned to follow thru with the application, Jim Popelka second the motion.
 Township Website
Theresa Rusten & Faye Bruckschen completed two training courses to get the township website up and running.
They presented thewebsite to the board.  The board was pleased with the results.  The township should go live by the end of the week.
Theresa Rusten would like to modify the home page with a changing image of photos from the township, the cost for this modification would be ~$100.00-$150.00.  Bob Novak motioned to approve the modification, Jim Popelka second the motion.
Theresa Rusten also said that her & Faye Bruckschen would benefit immensely from one more training course, cost $100.00.  Bob Novak motioned to approve the additional training, Jim Popelka second the motion.
 Garbage Week Limits
Faye Bruckschen would like to clarify the descriptions of appliance limits on the garbage week card.
Change small appliances to electronics, leave off large appliances and just have appliances.
Amounts:
Tires = 10
Appliances = 2
Electronics = 3
 Garbage/Recycling Bins
Theresa Rusten brought up the fact that more people are asking for additional recycling bins.  Travis Christensen, representing TCW, stated that about a dozen people have asked and received a second bin at no charge. 
Theresa Rusten stated that more and more people are jumping on the recycling band wagon.
Travis Christensen stated we could do two options:
• Two recycling dates per month
• Extra  96 gallon carts for residents who want it
Don Lhotka mentioned he would like the extra cart option.
TCW would let the second bin go up to 50 residents, until then it would cost the township $2.50 per resident.
Theresa Rusten will be sending out a form in the 2010 Newsletter so that we can get a more accurate residential count of how many would like to participate.
 Weather Radios
Bob Novak suggested getting the township residents a weather radio.  Theresa Rusten will put this information in the newsletter and ask how many residents would be interested.   The board agreed on Midland All Weather/Hazards Alert Radio, cost  $49.99 each.
Don Lhotka motioned to put the order form together to see how many residents are interested, Jim Popelka second the motion.
 Public Library pledge will be written up for next meeting.
 Theresa Rusten will not be able to make it to the July 14thmeeting.    Don Lhotka motioned to have the meeting on July 7th, Jim Popelka second the motion.
Theresa Rusten gave the board member the election training schedule.  Bob Novak mentioned that Connie Novak may want to be a judge, he will be asking her.
Theresa Rusten completed a flood report for the county.  We may be receiving credit for the repairs needed on the roads. 
Don Lhotka informed the board that we still need to clean out the ditches on 137th and 160th .
Don Lhotka mentioned that we will need  ~500 feet of tile to repair 160th street frost boil.
Jim Popelka motioned to go ahead with the repair on 160th, Bob Novak second the motion.
Don Lhotka suggested grinding the road shoulders. 
Bob Novak motioned to have Don Lhotka to grind roads at the cost of $20.00 per hour,  $20.00 equipment cost per hour plus fuel, Jim Popelka second the motion.
Don Lhotka will complete affidavit of official interest.
Gravel/Blading
Bid $9.25 per cubic yard for gravel/grading from Mueller & Sons.  Motion made by Jim Popelka to hire Muellers deliver/blade gravel, second by Bob Novak.  Don Lhotka will contact them to get us a 5% certified check and to come and blade roads.
 Sign project letter reviewed by board.
Theresa Rusten will be completing a certificate of exemption for the county.
Don Lhotka will be getting quotes for getting air conditioning for the township.
